The Nahverkehrsgesellschaft Baden-Württemberg mbH (NVBW) is the service company of the Ministry of Transport of Baden-Wuerttemberg for the planning and coordination of rail transport in Baden-Wuerttemberg . The NVBW advertises together with the Baden-Wuerttemberg transport associations to public transport (PT) under the umbrella brand bwegt until October 2017 3-Lions-clock . The NVBW is wholly owned by the state.

The responsible authority for local rail passenger transport (SPNV) in Baden-Württemberg is the Ministry of Transport and Infrastructure Baden-Württemberg . This does not apply to the Stuttgart S-Bahn , which is responsible for the Stuttgart Region Association  . The NVBW was founded as a result of the Regionalization Act 1996 and is owned by the state.

After investigations into the integral interval schedule, which were carried out in southern Germany from 1992 to 1994, the state of Baden-Württemberg decided to gradually introduce an integral interval schedule for Baden-Württemberg (ITF Baden-Württemberg) from 1996. According to this, every train station in the state should offer hourly intervals from Monday to Friday between 6 a.m. and 9 p.m. and on Saturdays from 6 a.m. to 1 p.m. A two-hour cycle was planned from 1 p.m. to 9 p.m. on Saturday and from 6 a.m. to 9 p.m. on Sundays and public holidays.

With the regionalization of local rail passenger transport on January 1, 1996, this target was achieved on around 60 percent of the routes in Baden-Württemberg. According to the NVBW, 75 percent of the routes were clocked in 1997/1998, and 84 percent in 1999/2000. With the timetable change on July 10, 2001, the train service was further expanded and existing gaps in the timetable were eliminated. The degree of implementation of the integral cycle timetable could thus be increased to 90 percent.

Between 1996 and 2001, more than 250 new railway vehicles were procured, each of which was subsidized by at least 50 percent from the state.

The information campaign 3-Löwen-Takt was started in 1999. The name refers to the coat of arms of Baden-Württemberg .

In 2008, the NVBW also established the Environmental Association and Cycling Promotion Division to support the Baden-Württemberg Ministry of Transport on these issues.

On October 19, 2017, the new brand replaced the three-lions cycle . The five-year campaign costs 16.3 million euros. Of this, 5 million euros will be made available to the railway companies for marketing. The amount, which corresponds to one cent per ticket sold during this period, is mainly financed from regionalization funds. During this period, the country expects income from ticket sales of 800 million euros and pays 1.8 billion euros for transport services. Almost all vehicles should have the new logo by 2023. According to the NVBW, the old brand was known to half of the country's population.

Areas of responsibility

The main tasks of the NVBW include the planning, coordination and Europe-wide tendering of local rail transport services in Baden-Württemberg . This includes traffic and infrastructure planning, quality management, contract controlling and revenue controlling. In addition, the coordination is the marketing of the local rail and public transport in Baden-Württemberg under the "bwegt" in the house of NVBW.

Furthermore, the NVBW operates the national electronic timetable information "EFA-BW" and the national telephone timetable information "Löwenline" on behalf of the Baden-Württemberg transport associations.

In addition to the above-mentioned core tasks, the promotion of cycling and walking is one of the tasks of the NVBW. In addition, the office of the working group for bicycle and pedestrian-friendly municipalities in Baden-Württemberg (AGFK-BW) is part of the NVBW. Furthermore, the coordination of the state-wide passenger advisory board as well as the “Competence Center for Innovative Forms of Offers in Public Transport” and the “Competence Center Baden-Württemberg Tariff” belong to the NVBW.

Before regionalization (1996) around 42 million train kilometers (excluding S-Bahn) were driven in Baden-Württemberg every year. Around 1994, an annual performance of 54 million train kilometers was achieved in Baden-Württemberg's local rail passenger transport. Between 1996 and 2001, the number of kilometers traveled by train rose by 36 percent, and the number of passengers rose by 28 percent in the same period.

The train kilometers ordered annually by the Baden-Württemberg Ministry of the Interior and the Stuttgart Region Association from DB Regio and other railway companies (EVU) in the state rose from around 61 million in 1996/1997 to around 81 million in 2004/2005. In 2001 the offer was 57 million train kilometers.

When the timetable changed in December 2004, around 1.6 million train kilometers were canceled on the one hand, and additional services totaling 660,000 train kilometers were offered on the other. According to the state, more than 60 percent of the trains scheduled for cancellation were used with fewer than 15 passengers. Alternative travel options and the operating structure of the integral cycle timetable served as additional criteria. The net savings of 900,000 train kilometers should save around ten million euros annually.

The transport contract between the Ministry of the Interior of Baden-Württemberg and DB Regio provides for a flat rate of 8.25 euros per train-kilometer (2006). According to Verkehrsclub Deutschland , the other rail transport companies receive an average of 7.25 euros per train-kilometer, but these mainly operate routes with lower passenger numbers and correspondingly shorter trains.

The integral cycle timetable for local rail transport in Baden-Württemberg provides for the following operating standards:

  • Monday to Friday between 6 a.m. and 9 p.m. every hour
  • Saturdays from 6 a.m. to 1 p.m. at hourly or 2-hour intervals, depending on demand
  • Saturdays from 1 p.m. to 9 p.m. every 2 hours
  • Sundays and public holidays from 7 a.m. to 9 p.m. every 2 hours

According to the NVBW, 90% of all regional rail routes are synchronized.

Rates

The setting of tariffs in Baden-Württemberg is largely left to the transport associations , of which there are 22 in the state, for which the districts are responsible. The only nationwide offer besides the regional ticket from DB Regio is the “Schoolchildren's Holiday Ticket”.

Baden-Württemberg tariff (bwtarif)

In 2011, the Baden-Württemberg Minister of Transport, Winfried Hermann , was aiming for a state tariff (Baden-Württemberg tariff since December 2016). After the preparation of an expert opinion in autumn 2013, the Ministry of Transport planned to reach the first stage of the national tariff recommended therein by 2015, i.e. to introduce a national tariff for local rail transport that also includes local transport connections at the destination in at least 25 cities. The second stage - a full national tariff - was planned for 2019.

In 2014 the tariff, sales and organizational concept was created. In 2015, the introduction of the national tariff was postponed to December 2018 due to the still existing net transport contracts . The target connection mobility should then also be available in the first stage at all local rail transport stations. Level 2, which is to include season tickets in addition to single and group tickets, is then to be introduced gradually by December 2021.

Adjusting the distribution systems of the railway companies will cost around € 10.5 million, which will be paid in full by the state. The running costs are estimated at € 1.5 million per year in stage 1.

The Baden-Württemberg tariff should be higher than the tariffs of the transport associations and complement their offers in a meaningful way. In the future, this new national tariff will apply to all journeys beyond the boundaries of a network; their tariffs will continue to apply within the networks. However, tried and tested transitional tariffs are to be retained. In January 2016, the 22 Baden-Württemberg transport associations signed a corresponding declaration of intent. Since December 9, 2018, single tickets and day tickets for the BW tariff can be purchased using the DB Navigator app, on bahn.de and at ticket machines.

The Baden-Württemberg-Tarif GmbH is to be founded for the conception and organization of the state tariff . It should be borne by the authorities and the railway companies of Baden-Württemberg regional transport. The country is to receive 44% of the company shares, the VRS 5%. The transport associations are to be involved in a cooperation agreement. On March 21, 2017, the state cabinet approved its establishment.
