Local rail passenger transport in Baden-Württemberg
Local rail passenger transport in Baden-Württemberg is organized and administered by the Baden-Württemberg Ministry of Transport . The scheduling and coordination of the regional rail transport tendering process is largely the responsibility of the Baden-Württemberg local transport company (NVBW).
The transport services of local rail transport , as well as the entire local public transport , are based on the integral cycle timetable that has existed since 1997 . However, the connections in the state-wide timetables or in overall timetables (= timetable for a section that includes all offers) are not shown according to lines, but according to train types and train numbers . The offers of an operator form their own train types, which are specified here. Many regional operators publish line timetables for their offers .
history
In 2001, Deutsche Bahn drove around 53 million train kilometers in Baden-Württemberg every year and received more than 750 million DM for this.
In February 2014, the public transport pact was signed with the aim of 2025 that
around 20 percent more people will travel by bus and train. The project is supported by the state of Baden-Württemberg, the Stuttgart Region Association, the City of Stuttgart and the administrative districts of the association (with the participation of the VVS).Big transport contract
The so-called large transport contract from 2003 comprises 22 pages and provides for an annual cost increase of 1.5 percent, whereby energy, station and route costs could be billed directly. Deutsche Bahn benefited from additional income from tariff increases and additional passengers. It comprised around 39.5 million train kilometers per year and thus around 60 percent of the 65.5 million train kilometers ordered by the state of Baden-Württemberg in 2016.
In 2007 the state government made up of the CDU and FDP cut the train offer due to falling federal grants. Every tenth train was canceled.
The major transport contract expired on September 30, 2016. For the period that followed, up to the regular tendering of the networks, transitional contracts with a total of 30 million train kilometers were awarded in 17 lots, all of which were awarded to DB Regio. As a result of this, the previously more than 400 n-wagons in the country will be replaced by 150 double-decker wagons from other regions of Germany at the end of 2016, up to 120, by December 2018 up to 50. 26 additional combustion railcars are to be used, and the 611 series will be replaced by the 612 series. There were also individual additional trains and small changes to the timetable. With an average train-kilometer price of EUR 9.60 (in 2017), the transition contracts are significantly cheaper than the major transport contract with EUR 11.69 / train-kilometer; this saves the country almost 230 million euros.

Metropolitan express
Between the end of 2017 [obsolete] and the end of 2020, a network of metropolitan express trains is to be put into operation. The trains should run every half hour from Pforzheim, Horb, Tübingen, Geislingen, Aalen, Schwäbisch Hall and Heilbronn and stop at only a few transfer points in the Stuttgart S-Bahn area. In the surrounding area beyond, they should serve every stop. In the further surrounding area - to Freudenstadt, Bruchsal, Mannheim, Osterburken, Crailsheim, Ellwangen and Ulm - there is an hourly service.
The Mex offer originally planned from Geislingen was withdrawn to Süßen, with reference to insufficient passenger numbers. The Mex traffic from Pforzheim via Ludwigsburg is to start in June 2019.
Vaihingen (Enz) was originally only supposed to be connected every hour, after the commissioning of Stuttgart 21, a half-hourly service is now planned.
Award of the Stuttgart networks
On July 2, 2014, the MVI advertised the Stuttgarter Netze . A total of around 15 million train kilometers and new vehicles worth around 500 million were planned for the three lots. The start of operations was planned for December 2018.
On November 17, 2015, the MVI announced the award with effect from 2019:
- The Abellio Rail Baden-Württemberg GmbH, a subsidiary of the Dutch State Railways , is to operate the lot 1 (Neckar, 6.8 million kilometers per year), with the lines from Stuttgart to Mühlacker-Bruchsal / Pforzheim, Stuttgart via Heilbronn to Mannheim or Osterburken as well as from Stuttgart via Plochingen to Tübingen.
- The Go-Ahead Transport Company Germany GmbH will in future operate the lots 2 (Rems-Fils, 3.7 million kilometers per year) and 3 (Franken-Enz, 4.3 million kilometers per year). The company, which was founded in Berlin in 2014, is a subsidiary of the British Go-Ahead group. The Rems-Fils network includes the lines from Stuttgart via Aalen to Crailsheim and from Stuttgart via Geislingen (Steige) to Ulm. The Franken-Enz network includes the lines from Stuttgart to Aalen, to Karlsruhe and to Würzburg (via Heilbronn and Lauda). Half-hourly intervals are to be offered to Aalen and Geislingen, hourly intervals to Ellwangen and Ulm, and two-hour intervals to Crailsheim.
The order covers a total of 14.8 million train kilometers per year, the contract volume over the 13-year contract period is 2.7 billion euros, the state's subsidy needs around 1.4 billion euros. The subsidy requirement for each train kilometer drops from 11.69 to under 6 euros. The savings compared to the previous contract should amount to 75 million euros per year. This enables a significant expansion of the range. The new contracts partially provide for a compression from hourly to half-hourly intervals, depending on the workload.
In addition, the use of modern traction material in black, white and yellow country design is planned. The trains, with a total value of around 500 million euros, are to have air conditioning, bicycle and stroller parking spaces as well as free WiFi , sockets and mobile phone amplifiers .
Although DB Regio had just made the cheapest offers for all three lots, the company was excluded from the award due to a formal error. In the tender documents, the state demanded, among other things, that the price per train-kilometer in the first year should not be more than ten percent above the value of the following year. This is to avoid high start-up costs that burden the budget. According to the MVI, Deutsche Bahn exceeded this requirement and wanted to charge 11.5 percent higher costs. In contrast, Deutsche Bahn saw no breach of any formal rules. The state, however, saw no decision-making leeway to deviate from a mandatory requirement. According to its own information, the MVI had brought in its own lawyers, the state's own local public transport company, the consulting company and an advisory law firm. Without the formal error, DB Regio would have won the bid for two of the three lots, with an offer a few cents per train-kilometer below the other offers. The offers of several other providers were just above those of DB Regio. Industry insiders also accused the company of indicating the maintenance costs for trains as zero and shifting them to subnetworks where there was no threat of competition. Another provider was excluded due to lack of information on security personnel.
On November 24, 2015, the Ministry of Transport rejected a formal complaint from DB Regio. Deutsche Bahn then called the public procurement tribunal at the Karlsruhe regional council . In mid-February 2016, DB suffered a defeat there. According to the Ministry of Transport, the procurement chamber had "very clearly" confirmed the legal opinion that the state had no other option under procurement law than to exclude DB from the procurement. Following the decision of the public procurement tribunal, DB then called the Karlsruhe Higher Regional Court to appeal against it. On April 29, 2016, it decided that the exclusion of Deutsche Bahn due to formal errors was legal. The service description is clear and free of contradictions, DB Regio did not calculate according to the specifications. The court also left it open as to whether DB Regio's statement of zero costs for building workshops would have been legitimate. The decision was incontestable, the legally binding award took place on May 9, 2016. Abellio announced that it would order 43 trains financed by the state for a total of more than 200 million euros, hire 250 employees and set up its own subsidiary on site. In Pforzheim, near the main station , a depot with shutdown is to be built.
All three networks were largely put into operation in July 2019, although Bombardier was unable to deliver the vehicles ordered for Abellio on time. Until these are available, rental vehicles from other providers' capacities are used. Some changes to the schedule, such as additional trips or connections without changing trains, could not yet be implemented due to the high route utilization and pending schedule changes. [obsolete] While Abellio is already active in North Rhine-Westphalia and Central Germany, it was Go-Ahead's first order in Germany.
outlook
With the commissioning of Stuttgart 21, existing lines are to be linked and tied through.
At the end of July 2020, the state put out to tender for up to 230 electric multiple units, which are to be used successively in the greater Stuttgart area from 2024. Up to 380 seats are to be offered per multiple unit, in double traction the trains may be a maximum of 212 m long. The contract also includes maintenance and availability until 2055. The bid is expected to take place in mid-2021. Up to four multiple units should be able to operate coupled with each other.
The state of Baden-Württemberg is examining the potential of reactivating 41 of a total of 75 disused railway lines. Results should be available in autumn 2020.

The number of passengers rose by 70 percent between 2002 and 2012. While an average of 59 passengers per train were counted in 2002, the number was 74 in 2004, 82 in 2006 and 89 in 2008. In 2010 it was 91, and in 2012 it was 103. The rate of increase between 2002 and 2015 was put at a total of 75 percent.
The 14 companies commissioned with the implementation of the regional transport provide an operating performance of 65 million train kilometers per year.
DB Station & Service operated 684 stations in Baden-Württemberg with 45,000 traffic stops and 2.2 million visitors and passengers per day. There were 169,000 square meters of rental space in the 148 reception buildings. 99.7 percent of the stations are equipped with weather protection, 76 percent are step-free. The company has 551 employees. (Status: January 2015) As part of a so-called station offensive, Deutsche Bahn determined 50 potential locations for new stations between 2012 and 2015 in an initial analysis, which should generate 21,000 new customers.
The major transport contract stipulates a five-minute punctuality (threshold: 5 minutes and 59 seconds) of 94 percent. In 2009 a value of 95.44 percent was achieved, in 2011 of 94.62 percent. In June 2015, the value was 90.22 percent. The new transport contracts provide for three-minute punctuality.
DB Regio Baden-Württemberg provides around 10,500 train journeys a week, an average of 700,000 train kilometers (as of 2016). Due to poor performance, the company had to pay eleven million euros in 2017, the highest amount ever imposed on a transport company in Baden-Württemberg.
Costs and financing
In 2014, of the 7.3 billion euros in regionalization funds, 762 million euros went to Baden-Württemberg. The state of Baden-Württemberg contributed a further 84 million euros; it expects 100 million euros for 2015.
While the federal government increased its regionalization funds by 1.5 percent in 2012, the station charges rose by 9.6 percent and the train path charges by 7.2 percent in the same year . With a total of 335 million euros, these items made up almost half of the total costs. According to the company, 80 million euros had to be added in 2013 and 100 million euros in 2014 to maintain the offer.
According to a resolution of the Transport Ministers' Conference in 2014, the share of the state of Baden-Württemberg in the federal regionalization funds is to increase from 10.44 percent to 12.37 percent in 2030

Tenders
In June 2014, the state of Baden-Württemberg decided on the so-called "Target Concept 2025 for Local Rail Passenger Transport (SPNV)", which is intended to further increase the attractiveness of public transport in the state. For this purpose, a concept was developed that provides for bundling the local rail transport services in 18 networks and then tendering them separately. The concept also includes lines to neighboring countries or federal states.
The volume of the transport contracts to be awarded is estimated at ten billion euros.
The state of Baden-Württemberg is planning to tender the regional traffic for the new Wendlingen – Ulm line if the exact completion date of the line is clear.
The vehicles are prepared for ETCS in four networks (1, 3a, 3b, 4) . In December 2019, the state announced that it would procure up to 200 new rail vehicles for a new E-Netz Südost, planned after the commissioning of Stuttgart 21, as well as a redesign of the Stuttgart networks and other networks. It is also intended to cope with the increasing demand. The vehicles to be procured should be up to 210 m long and possibly up to 200 km / h fast.
