Passenger Advisory Board
A passenger advisory board (FGB) is a body for cooperation and communication between transport companies (or authorities or transport associations ) and passengers . In addition to "Passenger Advisory Board", the terms "Passenger Forum", " Customer Advisory Board " and "Local Transport Advisory Board" are common.
history
The first passenger advisory board was set up in 1989 at the Cologne transport company. There are currently around 100 advisory boards in German-speaking countries, most of which are active at company, municipal or regional level.
Legal basis
Most of the councils were set up on a voluntary basis; Only in Brandenburg, Mecklenburg-Western Pomerania and Saxony-Anhalt is a passenger advisory board mentioned as a target provision in the state public transport law (as of 2006).
Working method
There are three types of passenger advisory boards:
- Lay councils in which selected passengers work on behalf of all travelers. Membership is mainly advertised publicly and should reflect the social composition of the passengers. The members each represent their own personal opinion.
- Expert advisory councils whose members are appointed from passenger associations, environmental protection associations, associations for the disabled, citizens' initiatives, student organizations, senior citizens organizations, etc. They are appointed by their respective associations and should represent their position on the advisory board.
- Mixed forms of lay and expert advisory boards, the members of which are appointed by the advisory board sponsor (e.g. transport company, association) and have an advisory role to it. However, you act independently and self-determined. In regular meetings they usually meet with the representatives of the transport company. They discuss questions of local public transport and confront the company with problems for passengers.
In some cases they also articulate any claims to the media and conduct other forms of public relations (e.g. newsletters, public events). However, other advisory boards are limited to advising their sponsors. Details (if available) are set out in the statutes of the respective body.

- In 2015, an initiative of the traffiQ passenger advisory board in Frankfurt am Main hosted the first nationwide meeting of the passenger advisory boards. The nationwide passenger advisory board conference took place in Leipzig in 2016 and was held in Schleswig-Holstein in 2017.
- In 2017, the joint internet platform fahrgastbeiräte.de was launched , on which passenger advisory boards from all over Germany present themselves.
