The Ministry of Transport Baden-Württemberg is a ministry in the state administration of Baden-Württemberg .
history
It was set up in 1991 as an independent ministry by Prime Minister Erwin Teufel ; the first transport minister was Thomas Schäuble . Before that, the Ministry of Economic Affairs had already been named Ministry of Economy, Medium-Sized Enterprises and Transport from 1972 to 1984 .
After the state elections in 1992, Schäuble moved to the Ministry of Justice . His successor as Transport Minister was Hermann Schaufler , who held the office until 1996. Then the Ministry of Transport was incorporated into the Ministry of the Environment , which was then called the Ministry of Environment and Transport of Baden-Württemberg . Hermann Schaufler continued to run the dual ministry as minister until 1998. He was followed by Ulrich Müller and Stefan Mappus in ministerial office.
In 2005, Prime Minister Günther Oettinger released the Transport division from the Ministry of Environment and Transport and assigned it to the Ministry of the Interior . There the traffic area was administered by two departments. Oettinger's successor, Stefan Mappus, reintegrated the Ministry of Transport into the Ministry of the Environment.
After the electoral victory of the green-red coalition under Winfried Kretschmann , the authority became independent again as the Ministry of Transport and Infrastructure , and Winfried Hermann became Transport Minister . In May 2012, the function of the highest state planning authority was transferred from the Ministry of Economic Affairs to the Ministry of Transport and Infrastructure.
The ministry wants (as of 2013) to expand the range of rail transport by a further 15 to 20 percent. This is to be achieved through increased competition. When it comes to tendering networks with an investment volume of more than 100 million euros, the state is aiming to take ownership of the necessary vehicles and lease them back to the transport companies (VRR model). This is intended to create uniform financing costs and thus comparable opportunities for the bidders.
In the legislative period from 2011 to 2016, the bottom line was 76.5 new jobs were created (82 new jobs versus 5.5 job cuts). This corresponds to an increase of 42 percent. A new department for sustainable mobility was created. Personnel expenses rose by 2.79 million euros (26 percent) from 2012 to 2014.
In 2016, Winfried Hermann was again confirmed as Minister of Transport in the Kretschmann II cabinet. The Ministry has since been called the Ministry of Transport. After the election, the “Building Law, Urban Development and Regional Planning” department was transferred to the Ministry of Economics, Labor and Housing . The Ministry of Transport took on new topics such as electromobility, autonomous driving and digitization in traffic.
In the ministry's budget for 2020 and 2021, revenues of 1.1 billion euros are set against expenditure of 2.2 billion euros.
