From 1879 to 1915 Brackmann was Lord Mayor of the city of Pärnu. During his long term in office, he had the city on the Baltic Sea expanded into a popular health resort . He planned numerous avenues near the beach to beautify the city. The founding of the marina goes back to his co-initiative. The city park was laid out between 1879 and 1882, and a modern mud and bathing facility was built in 1890. In 1896 Pärnu was connected to the city of Valga ( Walk ) via the Russian railway network and four years later to the Estonian capital Tallinn .
From 1907 to 1912 Brackmann was also a member of the 3rd Duma . There he belonged to the group of Octobrists .
During the First World War , the tsarist authorities banished Brackmann to Irkutsk in 1915 . He was only able to return to the Baltic States after the Russian Revolution in 1917. Then Brackmann was again mayor of Pärnu in 1918/19, before he largely withdrew from active politics.
Oskar Brackmann is buried today in the Alevi Cemetery ( Alevi kalmistu ) in Pärnu. A memorial in Pärnu has been commemorating him since 1991.
The Estonian film pioneer Johannes Pääsuke put an ironic memorial to Oskar Brackmann in the first Estonian feature film, Karujaht Pärnumaal ( Bear Hunt in the Pernauer Land ). In the vicious political satire from 1914, the mayor and local political disputes with his Estonian critics are targeted.
