Otlukbeli is a district in the Turkish province of Erzincan . The city is located about 103 km by road northeast of Erzincan and is home to about 60 percent of the rural population. Up until the beginning of the 20th century, an Armenian minority lived in Otlukbeli together with Turks, Kurds and Zaza .

The district Otlukbeli located in the northeast of the province and is bordered to the south by the circles Çayırlı and Tercan , on the north by the province of Bayburt and in the west of the province of Erzurum . It was founded on May 20, 1990 by splitting off the northern part of Çayırlı County. Until then it was a separate Bucak in this circle. The Bucak had a population of 7,039 at the last census before the change of area (on October 20, 1985), of which 2,815 were in the administrative center of Bucak Merkezi Otlukbeli.

The district is the smallest in the province in terms of area and population. With a population density of 7.6 inhabitants per square kilometer, it is a third of the average for the province (20). In addition to the district town, ten villages ( Köy ) with an average of 98 inhabitants belong to the district. Ağamçağam is the largest village with 310 inhabitants.
