Ougoureh Kifleh Ahmed (born November 18, 1955 in Dikhil ) is a politician of the Front for the Restoration of Unity and Democracy FRUD (Front pour la Restoration de l'Unité et de la Démocratie) from Djibouti and was Minister for National between 1999 and 2011 Defense.

Life

Ahmed worked in the administration of the Dikhil region after attending secondary school and then served in the French armed forces before becoming head of the personnel department at Balbala Hospital . After the independence of the French Afar and Issa Territories as Djibouti, he became politically active as a member of the FDLD from 1978 and 1982 and later from January 1 to August 8, 1991 in the AROD.

In 1991 he joined the newly founded Front for the Restoration of Unity and Democracy FRUD, which fought the government of President Hassan Gouled Aptidon and his unity party Rassemblement Populaire pour le Progrès (RPP) during the Djiboutian civil war between 1991 and 1994 . There he was involved from October 1, 1991 to March 19, 1992 as a member of the board, member of the executive committee, chief of the general staff and general secretary and was a key figure in the subsequent national reconciliation. After serving in military affairs from March 19 to August 26, 1992, he served as the head of the Civil Affairs and Education Department from August 26, 1992 to February 12, 1993.

After the end of the civil war and the formation of a coalition between the RPP and FRUD, Ahmed became Minister of Agriculture and Hydropower (Ministre de l'Agriculture et de l'hydraulique) in the cabinet of Prime Minister Barkat Gourad Hamadou on June 8, 1995 and took part in a Cabinet reshuffle on December 28, 1997, succeeding Mohamed Barkat Abdillahi as Minister for the Public Service and Administrative Reforms (Ministre de la fonction publique et des Réformes administratives) .

Shortly thereafter, he was elected as a FRUD candidate on December 19, 1997 in the fourth legislative period for the first time as a member of the National Assembly and has been a member of the National Assembly since then after re-elections on January 10, 2003, February 10, 2008 and February 20, 2013.

When Prime Minister Barkat Gourad Hamadou's government was reorganized, he took over the post of Minister for National Defense (Ministre de la Défense nationale) on May 12, 1999, and he also holds this post in the cabinets of his successors Dileita Mohamed Dileita and Abdoulkader Kamil Mohamed until his replacement by Abdoulkader Kamil Mohamed on May 12, 2011.

During a visit by Federal Defense Minister Franz Josef Jung in December 2008 to see the frigate “Karlsruhe” farewell, he and the Minister for Foreign Affairs, International Cooperation and Parliamentary Relations, Mahamud Ali Jussuf , spoke with Federal Defense Minister Jung about training and equipment assistance . So far, 46 Djiboutian soldiers have been trained and vehicles and computer technology have been given for 2.4 million euros .
