Parliamentary election in Montenegro 2016
The parliamentary elections in Montenegro 2016 took place on October 16, 2016 and were the fourth since the independence of Montenegro in 2006. The ruling Democratic Party of Socialists of Montenegro led by Prime Minister Milo Đukanović , who has shaped Montenegrin politics since 1991, is in favor of the rapid accession of the Country to NATO , while the opposition Democratic Front of Montenegro under Andrija Mandić rejects this. The country's foreign policy course was one of the main issues in the election campaign, with protests, some of which were violent, repeated in the months before. Another main goal of the opposition is to replace Đukanović, who has been ruling in changing offices (president / prime minister) for 25 years.
At the invitation of the Montenegrin government, the OSCE sent a group of observers to monitor the elections.
On election Sunday, 20 people were arrested who, according to the public prosecutor, were planning a coup against Prime Minister Đukanović. In addition, the Internet was partially restricted.
Electoral system
The 81 seats in the Parliament of Montenegro were elected through a national procedure. 41 seats are sufficient for the majority. There is a general three percent hurdle that drops to 0.7 percent for parties that represent minorities, which make up a maximum of 15% of the population in the relevant area.
About 530,000 out of a total of 625,000 residents were eligible to vote.
Results
Premier Đukanović's DPS achieved 41.1% of the votes cast and 36 seats. This makes it the strongest group in parliament, but it clearly missed an absolute majority. The Democratic Front achieved 20.6% and 18 seats, the second major opposition alliance Ključ ("key coalition ") 10.7% and 9 seats. Aleksa Bečić's Democrats are also entitled to 8 seats with 10.0% of the vote. Smaller parties, including representatives of the national minorities (Albanians / Bosniaks / Croats), achieved a total of 10 seats and could thus be decisive for the formation of a coalition.
As a result of the elections, the Marković government was formed.
