The parliamentary elections in Montenegro 2020 for the Parliament of Montenegro took place on August 30, 2020. The 81 seats in parliament were elected.

It was the fifth election since Montenegro gained independence in 2006 and the first since Montenegro joined NATO in 2017.

In this election, for the first time since the introduction of democratic elections in 1990, the Demokratska Partija Socijalista and its coalition partners failed to achieve a majority, although the DPS remained the strongest party. It is also the first election since independence in which no Croatian party entered parliament.

Electoral system

The 81 seats in the Parliament of Montenegro were elected through a national procedure. 41 seats are sufficient for the majority. There is a general three percent hurdle; for parties that represent minorities, which make up a maximum of 15% of the population in the corresponding area, it drops to 0.7 percent.

There is also a 0.35 percent hurdle for the Croatian list with the highest number of votes.

Political developments

Since the last parliamentary election, the government has pushed further steps on the Euro-Atlantic Path in Montenegro, which included joining NATO in 2017.

In 2019, parts of the population took part in street protests over allegations of bribery against the government and against a controversial church law. There were riots among members of parliament over the former. The law passed stipulated that de jure ownership of church buildings would be transferred from the Serbian Orthodox Church in Montenegro to the Montenegrin state.

In early July 2020, parliament passed a law that recognizes the registered partnership of homosexual couples . This makes Montenegro the first non-EU member of Southeast Europe to make this possible.

Montenegro has been a candidate for accession to the European Union since December 2010 and is considered the country with the most promising chances of accession among the five current applicants. The last of the 33 negotiation chapters was opened on June 30, 2020 , three of which have been concluded so far. The year 2025 is targeted as the year of accession.

In the 2019 Democracy Index, Montenegro ranks 84th out of 167 countries, making it a "hybrid regime", i.e. H. is considered a state whose political system contains both democratic and authoritarian elements. Corruption and the infiltration of politics by criminal structures are seen as problems.

In the previous elections in 2016, the Demokratska Partija Socijalista (DPS), as in all parliamentary elections since the independence of Montenegro in 2006, became the strongest party. On the more left or social democratic side, there were various shifts due to splits and new foundations.

The Demokratski front (DF) remained clearly the strongest opposition party, but suffered slight losses. The basic goal of the opposition, to break the long-lasting supremacy of the DPS, failed.

Educated government

Under Prime Minister Duško Marković , a government of DPS and Socijaldemokrate Crne Gore (SD), a split from the Social Democrats and representatives of the Albanian, Bosniak and Croat minorities, was formed, which had a narrow majority in parliament with 42 of 81 seats.

As usual since 2006, the country continued to be managed as senior partner under the direction of the DPS.

COVID-19 pandemic

Due to the COVID-19 pandemic in Montenegro , the government decided on certain restrictions for the election campaign, e.g. all rallies were completely banned until July 23. The OSCE indicated that government officials inaugurated various transport projects during this time. Since July 24th, election campaigns have been allowed again, but limited to a maximum of 50 people.

After the election

The DPS was able to remain the strongest party, but lost the majority together with its partners for the first time since 1990. One day after the election, representatives of the three most important opposition parties (Za, MMN and URA), who now have a narrow majority in parliament with 41 members, announced an " expert government " that would introduce various laws that the three groups consider to be "discriminatory" should be revised. The members of the new coalition, who pursue conflicting goals on many issues, also pledged to fulfill all international commitments that the country had entered into under the previous government, including accession to the European Union.
