Patricio Escobar
Patricio Escobar (born March 17, 1843 in San José de los Arroyos , Caaguazú Department , Paraguay ; † April 19, 1912 in Asunción ) was a Paraguayan politician who was President of Paraguay between 1886 and 1890 .
Life
Escobar took part in the Triple Alliance War between 1865 and 1870 , a struggle of Paraguay against the allied states Argentina, Brazil and Uruguay , which ended in the complete defeat of Paraguay and is considered to be the bloodiest conflict in Latin American history. Paraguay lost most of its population as a result of the war (around 384,000 of around 500,000 inhabitants). In addition, the victors annexed around 50 percent of Paraguayan territory and kept the country occupied until 1876. Paraguay lost its economic efficiency and its prosperity.
On November 25, 1886, Escobar succeeded Bernardino Caballero as President of Paraguay and held this office until November 25, 1890, when Juan Gualberto González succeeded him. During his tenure in 1887, the law on compulsory education (Ley de enseñanza obligatoria) was promulgated and on September 24, 1889 the Universidad Nacional de Asunción , which was opened on March 1, 1890. In addition, on July 10, 1887, the Partido Liberal was founded by Antonio Taboada, José de la Cruz Ayala and Cecilio Báez and on September 11, 1887, the Partido Nacional Republicano by Bernardino Caballero and José Segundo Decoud , which is the first time since the Independence of Paraguay from Spain on May 15, 1811 a party landscape was created.
