Perspective 50plus - Employment Pacts for Older People in the Regions is a program of the Federal Ministry of Labor and Social Affairs , which aims to improve the professional opportunities of older people and to reintegrate them into the labor market . The target group is long-term unemployed women and men between 50 and 64 years of age. The federal program is used regionally and comprises 77 employment pacts, each of which specializes in the potential of the regions .

history

The federal program was launched in September 2005 by the German government of the 16th legislative period , the Merkel I cabinet . Principles of the work of the regional employment pacts

1. We understand companies and offer companies reliable services.

4. We design and use networks based on partnership, binding and effective.

Program phases

The federal program “Perspective 50plus” was launched in September 2005 and is currently in the third program phase.

1st program phase: 2005–2007

Core objectives: Improving employment opportunities for older long-term unemployed people, creating regional networks, integrating all relevant labor market actors, addressing companies in order to raise awareness of the issue of demography .

2nd program phase: 2008–2010

Core objectives: Further development and consolidation of the model projects into a natural element of regional labor market policy ; regional expansion of the federal program to finally include 349 basic social security agencies in 2010, improved options for looking after older long-term unemployed people with multiple placement obstacles, in particular creating individual, intensive and longer-term support offers; in 2010 alone activation of around 190,000 and integration into regular employment of over 56,000 older long-term unemployed.

3rd program phase: 2011–2015

Campaign year 2009

Employment pacts

77 regional employment pacts are participating in the federal program, in which 392 basic social security agencies ( job centers ) are involved (status: 2014)

50+ active
The “50+ active” pact was founded in 2006 and consists of seven partners in Rhineland and Westphalia. These include the Soest job center, Bonn, Rhein-Sieg, Münster, Leverkusen, Rhein-Berg and Oberberg. A total of around 4,500 jobseekers of the 50+ generation are looked after. Since the start of the project, almost 13,000 customers have been reintegrated into the job market.

50fit - the work pact for silver foxes
The Kleve district and the job center Kreis Viersen have been participating in the federal program since October 1, 2005 with the employment pact “50fit - the work pact for silver foxes”. 50 + KERNig
The “50plus KERN-ig” employment pact was launched in March 2011. The name is based on the first letters of the cooperating districts and independent cities of Kiel, Neumünster and Rendsburg-Eckernförde. The pact represents the largest labor and education market in Schleswig-Holstein and aims to reintegrate around 1,100 job-seekers of the 50+ generation into the labor market every year.

Chance 50 plus - performance counts!

Opportunity 50+ upswing for older people on the labor market in Bremen, Bremerhaven and the Cuxhaven district

The future needs experience
The employment pact “The future needs experience” is a joint project of the job centers of the districts of Emsland, Grafschaft Bentheim, Osnabrück, Leer, Osterholz, Soltau-Fallingbostel, Heidekreis, the districts of Osnabrück and Steinfurt in the north-west of the Federal Republic. criticism

“Perspective 50plus” is accused by those affected and politicians that the success is “sobering”. The answer to a parliamentary question from the Greens results in a placement rate of around 30 percent.
