Planning staff of the Federal Minister of Defense

The planning staff of the Federal Minister of Defense ( PlStab ) was responsible for supporting the management in long-term military strategic and defense policy basic planning by developing thought models and analyzes. It was formed on September 19, 1968 and began work on May 16, 1969. As part of the realignment of the Bundeswehr , the planning team was dissolved on April 1, 2012. The staff had around 30 employees and reported directly to the minister. It was led by a lieutenant general , vice admiral , ministerial director or an employed civil servant of the same salary.

History and tasks

The planning staff was one of the management staff of the Federal Ministry of Defense (BMVg) and directly supported the Federal Minister in the performance of his duties. He advised on all decision proposals of the military and civil departments of the BMVg, accompanied the implementation of the decisions of the minister and implemented his political guidelines in concepts, speeches and articles.

The planning staff prepared speeches, articles and policy documents such as the White Paper or the Defense Policy Guidelines according to the minister’s specifications . In addition, he had an advisory role in fundamental security-political and military-strategic issues and worked out analyzes, model considerations and concepts on selected issues and checked templates from the company for the management of the ministry.

As part of the realignment of the Bundeswehr, the planning team was dissolved on April 1, 2012 and was merged into the new Politics department of the BMVg, which was headed by the previous head of the planning team, Ulrich Schlie .

In order to fulfill these tasks, the planning staff was divided into nine work areas, which - apart from the processing of individual personnel and troop service matters - reflected all the areas of responsibility represented in the departments and staffs of the Federal Ministry of Defense:

  • Work area 1: Central tasks, speeches and articles by ministers, public relations
  • Work area 2: Transatlantic Security Policy and NATO
  • Work area 3: European security policy, Bundeswehr deployments in Europe and Africa
  • Work area 4: Bundeswehr missions outside Europe and Africa, international situation, crises and conflicts, United Nations,
  • Work area 5: Personnel, internal leadership and training
  • Work area 6: armaments, logistics
  • Work area 7: Household, Social Affairs, Law and Defense Administration
  • Work area 8: Conception, Bundeswehr planning, organization, controlling and profitability
  • Work area 9: OSCE, arms control and non-proliferation policy, international terrorism, security policy, studies and cooperation with institutes
