Franz HU Borkenhagen

Franz HU Borkenhagen (* 1945 in Walsrode ) is a German officer and journalist specializing in security policy . From 2002 to 2005 he was head of the planning staff of the Federal Minister of Defense .

Life

Borkenhagen joined the Bundeswehr in 1965 ; he served in the army in the "technical troop replenishment". From 1968 to 1984 he had various assignments as an officer in the troops and a. as company commander and in staff. In 1980 the captain was a founding member of the SPD-affiliated “Study Group Alternative Security Policy” (SAS) together with Bernd Grass , Volker Kröning and Lutz Unterseher . In 1983/84 the major was used in the Military Fellow at the Institute for Peace Research and Security Policy at the University of Hamburg . Most recently he held the rank of lieutenant colonel .

Between 1984 and 1991 he was an advisor for Bundeswehr issues to the SPD party executive, office manager of the deputy SPD party chairman Johannes Rau and head of department 1 ("Organization") in the Erich-Ollenhauer-Haus , the SPD's federal party headquarters in Bonn. From 1991 to 1998 Borkenhagen was under Rau, who meanwhile was Prime Minister of North Rhine-Westphalia , government employee, d. H. Head of the department responsible for European policy in the State Chancellery of North Rhine-Westphalia and in the Ministry for Federal and European Affairs of North Rhine-Westphalia in Düsseldorf and Bonn.

After Gerhard Schröder (SPD) was elected Federal Chancellor in 1998, Borkenhagen moved to the Federal Ministry of Defense , where under Minister Rudolf Scharping (SPD) he was Deputy Head of the Planning Staff of the Federal Minister of Defense in Bonn and Berlin from 1999 to 2001 . He served in this capacity under Lieutenant General Harald Kujat and Wolfgang Schneiderhan . In 2001/02 he took over the management of the press and information staff of the Federal Ministry of Defense in Berlin and was thus also the spokesman for the Federal Defense Minister Scharping. In 2002 Schneiderhan was appointed inspector general of the Bundeswehr and Borkenhagen succeeded him as head of the planning team. In this function, Borkenhagen initially served under Minister Scharping and after his resignation from the cabinet in 2002 under Peter Struck (SPD) until 2005. After the federal election in 2005 , Borkenhagen was replaced by Ulrich Schlie . During his tenure he was a guest of a working group of the commission “Common Security and Future of the Bundeswehr” ( Weizsäcker commission ).

From 2006 to 2010 he was a fellow of the Bertelsmann Foundation in Gütersloh. He was also a member of the “Venusberg Group” along with other foreign and security policy experts. In 2010 he became head of the International Security Policy working group of the SPD-affiliated Friedrich Ebert Foundation .
