The vehicles of the T 38 series were locomotives of the Prussian State Railways and a further development of the T 37 . A total of 27 copies were delivered between 1914 and 1919. The Reichsbahn took over eleven vehicles and gave them the numbers 99 411–99 421. 16 locomotives came to the PKP and were run as Tx 6s. After the occupation of Poland, they were given the numbers 99 401-413 and 99 419-421, which have now become vacant. Some Tx 6 locomotives were still in service until 1960.

The vehicles were the first superheated steam locomotives for the Upper Silesian narrow-gauge lines . Due to the very narrow vehicle gauge , they had high, sloping cylinders, which gave them a very unconventional appearance.

Like the T 37, the locomotives had an outer frame. Here, too, the third axis was the driving axis and the control was of the Heusinger type. The second and third axles were firmly mounted in the frame, the end axles were designed as hollow axles and radially adjustable via a Bissel frame . As usual with the Upper Silesian railways, they had two side buffers and a central coupling. The locomotives were based in Bobrek .

The vehicles could hold 1.5 tons of coal and 3.5 m³ of water, the coal was housed behind the driver's cab.
