The Minsk Protocol (" Minsk I ") is the written summary of the results of the discussions of the trilateral contact group consisting of Ukraine , the OSCE and Russia on joint steps to implement the peace plan of the Ukrainian President Petro Poroshenko and the initiatives of the Russian President Vladimir Putin .

The protocol was signed on September 5, 2014 in Minsk , Belarus . The main objective was a limited truce. On September 28, however, the fighting over the Donetsk airport flared up again, culminating in the Second Battle of the Donetsk airport . On February 12, 2015, at the initiative of Germany and France, a new ceasefire agreement was concluded: Minsk II .

Undersigned

Former Ukrainian President Leonid Kuchma signed the document for Ukraine . Alexander Sakharchenko and Igor Plotnitsky signed as representatives of the Federal State of New Russia . The Ambassador of the Russian Federation to Ukraine signed Mikhail Zurabov as the representative of Russia . Heidi Tagliavini signed for the OSCE . According to Boris Litvinov, a representative of the Donetsk People's Republic, Sakharchenko and Plotnitsky only attended the meeting as observers. Their signature only documents that they have taken note of the agreement.

The protocol comprises twelve points:

  1. Ensure the immediate mutual interruption of the use of armed force.
  2. Ensure the monitoring and review of the ceasefire by the OSCE.
  3. Realize the decentralization of power in Ukraine, among other things through the adoption of a Ukrainian law "On the Temporary Order of Local Self-Government in Certain Regions of the Donetsk and Luhansk Oblasts" (Law on Special Status).
  4. To ensure constant monitoring at the Russian-Ukrainian state border and verification by the OSCE, with the creation of a security zone in the border districts of Ukraine and the Russian Federation.
  5. Immediately release all hostages and illegally detained persons.
  6. To adopt the law on the non-admission of persecution and punishment of persons in connection with the events that happened in individual counties of the Donetsk and Luhansk regions.
  7. Continue the inclusive national dialogue.
  8. Take measures to improve the humanitarian situation in Donbass.
  9. To ensure early local elections in accordance with the Ukrainian law "On the Temporary Organization of Local Self-Government in Separate Districts of the Donetsk and Luhansk Oblasts" (Law on Special Status).
  10. To remove the illegal armed formations, the military equipment and the irregulars and mercenaries from Ukraine.
  11. To adopt a program of economic reconstruction of the Donbas and restoration of the vital functions of the region.
  12. Ensure the personal safety of those participating in the consultations.
