Neighborhood association

A district association ( French Amicale du quartier or Association des intérêts du quartier , Italian associazioni di quartiere ), sometimes called Leist in Bern , is an association in Switzerland that represents the interests of the residents of a district vis-à-vis the authorities and promotes social life.

The neighborhood association is intended to promote mutual interests and the exchange of planning between the municipal administration and the citizens within a neighborhood . Other typical tasks include holding events, safeguarding the interests of the district, particularly with regard to schools, traffic and the environment, and promoting a sense of togetherness through social exchange. A neighborhood association, whose members are mainly long-established residents, often sees itself as an antithesis to the urban executive . Membership can be acquired by any natural or legal person who lives in the neighborhood or feels connected to it.

Other tasks in the early days were the procurement of sources of supply for food, fuel and fertilizer for the often self-sufficient quarters with a large garden. Orders for coal and peat are occupied. The facilities often also included books “for teaching and entertaining the members”, which were borrowed or consumed in one's own reading room. In the Wettinger Quartierverein Dynamoheim, now renamed the Quartierverein Wettingen-Kloster , in the first year of the association in 1903, 125 francs were spent on books with an annual income of 136 francs. It is also recorded that the purchase of a telephone booth for this neighborhood association, discussed in 1932, could not be realized due to the high costs of 95 francs.

District associations may be grouped together in interest groups. They coordinate the individual interests of various neighborhood associations and make certain services available to the associated neighborhood associations. For example, the Fédération des Associations de quartiers et d'habitants in Geneva came into being in 1982 as an umbrella organization, initiated by the left-wing politician Rémy Pagani , among others . The Zurich neighborhood conference has signed an agreement with the city council on cooperation between the city and neighborhood associations.

In the canton of Basel-Stadt , the administration is even constitutionally obliged to involve the districts represented by the district associations and other organizations if their concerns are affected.

Once in some cities from the late 19th and the first half of the 20th century, the suburbs in the respective core cities amalgamated had been and the former municipalities had thus lost their local authorities, the need arose for the creation of neighborhood associations as a representation to the new central city government. The task profile of the neighborhood associations has changed over the decades: While in the first few decades the population focused on requests for street lighting, police and postal services, nursing and many other services that are taken for granted today, today it is mostly about "traffic and Development issues that affect the quarter ”. Another wave of founding Swiss neighborhood associations came with the development of new settlement areas in the countryside.
