Refugee describes the story of the nameless and homeless refugee who illegally brings people across the border in the border area between India and Pakistan . His father lives in India, his uncle in Pakistan, and both of them help out and inbound travelers. And Refugee is the guide.

Manzoor Ahmed and his family are refugees . When Muslims were expelled from India to newly founded Pakistan in 1947, the family met again when Bangladesh split from Pakistan in 1971. And so they go again in search of a home in Pakistan. At the border you hire Refugee as a guide. He succeeds in smuggling the group into Pakistan, even if people die on the way and it becomes clear that this border separates brothers of the same faith and hope more than it protects.

Nazaar, Manzoor Ahmed's daughter, and Refugee fall in love on this trip, and when Refugee keeps coming to Pakistan and Nazaar is waiting for him there, the loner Refugee realizes that only people can give him a home, not borders or politicians.

But events come thick and fast as a refugee, who only ever wants to help his own kind, refugees, brings dodgy characters to India. India and Pakistan tighten border controls, Refugee is betrayed, but Nazaar cannot stop him from his dangerous tours.
