Reiner Lemke

Reiner Lemke (born July 25, 1949 in Rotenburg / Wümme ) is a German lawyer . Until the end of October 2014 he was a judge at the Federal Court of Justice in Karlsruhe, where he was Deputy Chairman of the 5th Civil Senate and the Senate for Agricultural Matters as well as a temporary member of the Xth Civil Senate .

Life

Lemke spent his childhood and youth in Lower Saxony (Rotenburg / Wümme, Hann.-Münden, Westerstede and Brake / Utw.). His professional activities took him to Göttingen, Oldenburg, Celle, Schwerin, Rostock and Karlsruhe. He is married for the second time and has two grown children from his first marriage.

Professional background

In August 1970 he began training as a judicial officer in the district of the Oldenburg Higher Regional Court, which he completed at the beginning of December 1973. He completed his law degree at the Georg-August-Universität Göttingen, and then completed his legal traineeship in the district of the Göttingen Regional Court. From April 1979 to June 1986 Lemke worked as an independent lawyer in Göttingen. With a dissertation, The Certificate of Inheritance in the System of Good Faith Regulations , he received his doctorate in 1981 as a doctor of law at the Georg-August University of Göttingen .

In July 1986 Lemke switched to the judicial service of Lower Saxony. First he was a trial reporter at the District Court and the Regional Court of Oldenburg, where he was appointed judge for life in January 1988. This was followed by a secondment to the Federal Court of Justice in Karlsruhe as a research assistant from July 1989 to June 1992. During this time, Lemke was promoted to judge at the Higher Regional Court in Celle. He worked there from July 1992 to August 1993.

In August 1993 he was transferred to the higher judicial service of the state of Mecklenburg-Western Pomerania . As a judge at the higher regional court in Rostock , Lemke was seconded to the Justice Ministry in Schwerin until July 1995 , where he performed the duties of budget and personnel officer. In January 1995 he was promoted to Vice-President of the Rostock Regional Court. He held this position until mid-1999.

In August 1999 Lemke, who has been a member of the SPD since 1972 , was appointed judge at the Federal Court of Justice in Karlsruhe and assigned to the fifth civil senate, and later also to the senate for agricultural matters. In 2010, he was appointed deputy chairman of both senates. He has been in retirement since November 1, 2014.

Main areas of activity

Lemke worked as a lawyer and as a judge in many areas of civil law. The focus was on property law, in particular property law in the broader sense. He has also emerged scientifically with numerous publications and lectures. Even in retirement he continues to work on several commentaries and publishes a standard work on real estate law.

Volunteering

Lemke has been involved in the German Life Saving Society (DLRG) for several decades . He became a member in 1962 and was later active at all organizational levels (local group, district, regional association, federal association) in high positions both in the operational area and in the administrative area. Today he is a specialist disaster control advisor in the Baden regional association, operations manager and specialist water rescue service advisor in the DLRG districts of Rhein-Kinzig and Karlsruhe, as well as a DLRG representative in the area committee for the rescue service in the city and district of Karlsruhe.

Outside the DLRG, Lemke has made a name for itself in the area of ​​judicial professional representation . From 2002 to 2011 he was chairman of the Association of Federal Judges and Federal Prosecutors at the Federal Court of Justice and in this capacity a member of the Federal Executive Committee and the Federal Representative Assembly of the German Association of Judges.

Lemke played a major role in the development of modern constitutional structures in the successor states of the former Soviet Union ( CIS ) by organizing and leading regular symposia between German and CIS lawyers from 2003 to 2009. At the same time, he was a member of the executive committee of the (Russian) International Union of Lawyers.

After all, Lemke has also been involved in training the next generation of lawyers. Since 1986 he has been a member of the State Judicial Examination Office at the Lower Saxony Ministry of Justice; there he has long been entrusted with the chairmanship of the examination boards for the first legal examination (previously: 1st state legal examination).
