The Resolution 861 of the UN Security Council is a resolution that the United Nations Security Council unanimously decided at its meeting on 27 August 3271. 1993rd After reaffirming Resolution 841 (1993) and welcoming an agreement between the President of Haiti and the Commander in Chief of the Haiti Armed Forces , the Council suspended international sanctions against Haiti in accordance with Chapter VII of the Charter of the United Nations .

At the same time, the sanctions would be reinstated if at any time the Secretary-General informed the Council that the parties to the agreement or other authorities in Haiti have failed in good faith to comply with the agreement. All measures will be reviewed with a view to definitively repealing them once the Secretary-General, taking into account the views of the Secretary-General of the Organization of American States , has notified the Security Council that all parties have fully implemented the agreement.

The agreement was not fully implemented, which led the Security Council to impose sanctions through Resolution 875 (1993).
