Ricardo Magnus Osório Galvão (born December 21, 1947 in Itajubá , Minas Gerais ) is a Brazilian physicist and former president of the Brazilian space research institute Instituto Nacional de Pesquisas Espaciais (INPE).

Education and professional career

Ricardo Galvão studied telecommunications engineering at the Universidade Federal Fluminense until 1969 and then completed a master's degree in electrical engineering at the Universidade Estadual de Campinas until 1972 . He received his PhD in plasma physics from the Massachusetts Institute of Technology (MIT) in 1976 . He then taught experimental physics as a freelance lecturer at the Universidade de São Paulo . Ricardo Galvão was later appointed President of the Brazilian Space Research Institute INPE . Galvão's term of office should run until 2020. In 2019, the INPE published data that document the sharp increase in clearing and slash and burn in the Brazilian rainforest, especially after the Bolsonaro government took office . On August 7, 2019, the Brazilian government announced that Galvão had been removed from his post.

Galvão's scientific focus is on fluid dynamics and plasma physics . In the latter, he mainly dealt with Alfvén waves , rotation in magnetized plasmas , physics of tokamaks (fusion reactors) and non-linear phenomena in plasma.

Dispute with the Bolsonaro government

INPE published data in the summer of 2019 showing the extent and speed of the forest fires in the Amazon. On July 19, 2019, Prime Minister Jair Bolsonaro attacked Ricardo Galvão directly. He said he felt the data on the deforestation of the Brazilian rainforest released by the state-owned INPE were lies; Galvão probably works for a non-governmental organization. That is not unusual.

The next day, Galvão replied that Jair Bolsonaro had to understand that, as President of the Republic, he could not speak in public like in a drinks kiosk (Brazilian: botequim). The President's statements were directed against him, but what was worse was that they attacked the country's state scientific institution. Bolsonaro is obviously trying to proceed as with Joaquim Levy . The former head of the state bank was attacked by the president and resigned. He would like to come to the capital Brasília and then Bolsonaro should tell him his criticism in the face. The scientific community of Brazil and a number of international scientists supported Galvão.

On the other hand, Bolsonaro said the publication of the data paints a negative image of Brazil abroad. At INPE there are employees who deliberately wanted to harm Brazil and who are now being fired. The Brazilian Environment Minister Ricardo Salles stated that parts of the impact shown by INPE had already taken place in the past and had only now been included in the INPE's calculation. This falsified the results. Ricardo Galvão said the data was correct. His superior, Science Minister Marcos Pontes , had expressed his confidence in the INPE and himself; because he knows that the data is reliable. On August 7, 2019, the Brazilian government announced that Galvão had been removed from his post. Darcton Policarpo Damião was appointed interim as his successor.

Ricardo Galvão was President of the Brazilian Society for Physics and is a member of the European Physical Society . He is a member of the Brazilian Academy of Sciences and the Academy of Sciences of the State of São Paulo.
