Richard Nospers
Richard Nospers (* 29. October 1948 in Bitburg , † 2. November 2009 in Saarlouis ) was a German politician of the SPD and long-time Mayor of Saarlouis .
biography
After studying law at the University of Saarland he started as Legal Assessor a career in local politics of the Saarland . First, he was a member of the Urban Community Day Saarbruecken and there temporarily managing the SPD - faction .
Later he was State Secretary in the State Environment Ministry for some time and thus a close collaborator of the then Minister Jo Leinen in the First Cabinet of Lafontaine from 1985 to 1987.
Nospers, however, felt closer to local politics and successfully ran for Mayor of Saarlouis in 1987 and succeeded the SPD politician Manfred Henrich, who had been in office since 1967.
During his ten-year tenure, which lasted until 1997, he campaigned for the formation of several urban societies. In the area of urban finance and economic policy, decisions were made such as the consolidation of the city's finances after the collapse of the Sparkasse Saarlouis , but also the supplier park project for Ford and the establishment of IKEA in Lisdorf . In addition, he campaigned to strengthen Saarlouis as a city of art and culture. Significant projects were the opening of the Haus Ludwig art museum and, together with Jo Enzweiler, the founding of the "Institute for Contemporary Art in Saarland" in 1993, which was later integrated into the Saar College of Fine Arts .

In addition, he was a consultant in a business consultancy company before he was executive board member of the Saarland City and Municipal Council from April 2002 until his death . In this function he was also the managing director of the Saar Municipal Employers' Association (KAV). From April 1, 2008 until his death, Nospers was a member of the Board of Directors of DekaBank Deutsche Girozentrale .
