Josef "Jo" Leinen (born April 6, 1948 in Bisten (today in Überherrn ), Saarlouis district ) is a German politician . From 1999 to 2019 he was a MEP for the SPD in the Social Democratic Group in the European Parliament (EP). From 2011 to 2017 Jo Leinen was President of the European Movement International (EMI) .

Life and education

After graduating from high school and studying law in Saarbrücken and Bonn , Leinen passed the first state examination in law in 1972 . After stays at the College of Europe in Bruges in 1973/1974 and at the Institute for World Affairs in Connecticut , the second state examination in law took place in 1976 . He then worked as a lawyer in Freiburg im Breisgau from 1977 to 1984 .

Political career

Extra-parliamentary work

In 1980, Leinen became known as a spokesman for the anti-nuclear and peace movement, also active in the Federal Association of Citizens' Initiatives for Environmental Protection (BBU) and a member of Germany's Friends of Nature.

Because of his participation in the demonstration against the Brokdorf nuclear power plant (1981) - in which there were violent clashes - he was charged as "leader and leader", but ultimately acquitted because the Federal Constitutional Court made it clear that there is no directing " Ladder and Leader ”there. One of his defenders was Gerhard Schröder .

In 1982 Egon Franke , head of the SPD's canal workers faction in the Bundestag , campaigned for the exclusion of the party left, Jo Leinen. As a member of the SPD, Leinen held various functions within the party. From 1977 to 1979 he was the European secretary of the SPD youth, from 1981 to 1985 a member of the environmental commission of the SPD and from 1985 to 1999 belonged to the regional executive committee of the SPD Saar . He has also been a member of the European Commission since 1996 and of the International Politics Commission of the SPD since 2008.

State politics

Between 1985 and 1999, Leinen was a member of the Saarland Landtag in the 9th to 11th electoral term. In 1985 Jo Leinen became Minister for the Environment in the cabinet of Prime Minister Oskar Lafontaine in Saarland . He held this office until 1994. From 1994 to 1999 he was chairman of the Europe committee of the Saarland state parliament.

In 1999, Leinen was also a member of the Püttlingen / Saar city ​​council .

In parliament he was, among other things, chairman of the delegation for relations with the People's Republic of China (D-CN) and a member of the Conference of Delegation Chairs (CPDE) and of the Committee on Constitutional Affairs (AFCO), of which he was chairman from 2004 to 2009 and deputy Chairman from 2002 to 2004. Since 2004, Leinen has also been a deputy member of the Committee on Foreign Affairs (AFET), the Committee on the Environment, Public Health and Food Safety (ENVI) and the delegation of the ACP-EU Joint Parliamentary Assembly (DACP). In the 2009 European elections he was re-elected and was from July 2009 to January 2012 Chairman of the EP Environment Committee .

From 1995 to 1999 he was a member of the Committee of the Regions and the Congress of Regions and Local Authorities of the Council of Europe . In addition, he was a member of various cultural , social and sports organizations , and Vice President of EUROSOLAR e. He was a member of the delegation for relations with the countries of South Asia and an alternate member of the delegation for India.

After the poor performance of the SPD in the 2019 European elections, he left the European Parliament.

Further offices and memberships

From 1977 to 1979, Leinen was Chairman of the Young European Federalists (JEF) and from 1979 to 1984 Vice-President of the European Environment Bureau (EEB), Brussels. He was President of the Union of European Federalists from 1997 to 2005 , Vice-President of the International European Movement from 2003 to 2011 and its President from 2011 to 2017. He is also a member of the Presidium of the Europa-Union Deutschland . Since October 2009 he has been co-chair of the parliamentary advisory board of the international campaign for a parliament at the UN . He is also a member of the Europa-Union parliamentary group in the European Parliament . Leinen is an assessor on the board of the Darmstädter Signal support group .

criticism

During his activity as a member of the European Parliament, Leinen received on the one hand the regular salary for EU MPs and on the other hand a pension due to his previous work as Environment Minister of the Saarland. Until 2009 there was a regulation according to which earnings from previous parliamentary activities were offset against the new salary. In 2009 it was up to the disposition to apply a new procedure according to which there is no crediting and both remuneration are paid in full. Leinen could have objected to this new regulation, so that he would have continued to be remunerated according to the old regulation. However, Leinen did not object and will henceforth be paid according to the new regulation. When asked, he admitted that the new regulation was disproportionate and announced that the surplus would be donated to charity.
