Richard William Duncan "Dick" Pound, CC , OQ (born March 22, 1942 in St. Catharines , Ontario , Canada ) is a Canadian lawyer, author, and former chairman of the World Anti-Doping Agency (WADA) , and former vice president of the International Olympic Committee (IOC) . In addition, Pound was a swimmer of the Canadian swimming selection and was sixth in the 100m freestyle final at the 1960 Summer Olympics . Richard Pound was also a Chancellor at McGill University in Montreal from 1999 to 2009 .

Athletic career

At the Olympic Games in Rome in 1960 , Pound reached sixth place in the 100m freestyle final as a participant in the Canadian swimming selection and was fourth in the season. Two years later, Pound won the 100m freestyle final of the British Empire and Commonwealth Games in Perth and came second in the 4 × 100 m and 4 × 200 m relay.

1964 missed Pound the opportunity to participate in the Olympic Games in Tokyo and ended a little later his active career as a swimmer.

Act as a sports official

In 1968 he became an executive member of the Canadian Olympic Committee , a year later its general secretary, and from 1977 to 1982 he was president.

For the 1972 Summer Olympics in Munich, Pound was the deputy head of mission of the Canadian delegation. He was director and executive member of the organizing committee for the 1988 Winter Olympics in Calgary and director of the Canadian bidder Committee for hosting the 2010 Winter Games in Vancouver.

In 1978, Pound was elected a member of the IOC and has since been entrusted with the negotiation of television and advertising contracts. Pound held various positions within the IOC. From 1987 to 1991 and from 1996 to 2000 he was Vice President and from 1983 to 1991 and 1992 to 1996 a board member of the IOC. At the 1988 Seoul Games he served as a lawyer for Ben Johnson .

In 2001, Pound ran for the IOC presidency after Juan Antonio Samaranch's resignation . He lost it against Jacques Rogge , who won the election, and Kim Un-Yong , who because of involvement in the corruption scandal surrounding the 2002 Winter Games in 2002 in Salt Lake City from South Korea has been prosecuted.

As an opponent of doping in sport, Pound was elected the first President of the World Anti-Doping Agency (WADA) in 1999 and held this office until 2007.

He headed the independent commission that investigated the doping scandal in Russian athletics on behalf of WADA from December 2014 and presented its first partial report in November 2015, in which the exclusion of the Russian federation from international competitions was recommended.

Awards

Pound received an honorary doctorate from the United States Sports Academy in Daphne in 1988 . In 1992 he was named officer of the Order of Canada , the following year as officer of the Ordre national du Québec . In 1996 he was awarded the Canadian Olympic Gold Medal. In 1998 the Japanese government awarded him the Order of the Holy Treasure of the 5th grade (star in gold and silver). In 2002 he was awarded the gold medal of the International Swimming Hall of Fame . In 2008 he received the Laureus Spirit of Sport Award for his work for WADA .
