Robert John Anderson Carnwath, Lord Carnwath of Notting Hill Kt CVO PC QC (born March 15, 1945 ) is a British lawyer and a Supreme Court Justice of the United Kingdom since 2012 .

Life

Attorney and Attorney General for the Prince of Wales

After visiting the Eton College Carnwath graduated in law at Trinity College of the University of Cambridge . After he was admitted to the Bar ( Inns of Court ) of Middle Temple in 1968 , he took up a position as a barrister and in the years that followed focused on local, planning and environmental law . As a member of the Landmark Chambers law firm , he also worked on administrative law and was temporarily chairman of the Administrative Bar Association .

After twelve years as a lawyer, Carnwath switched to government service in 1980 and was legal advisor to the tax authorities ( Inland Revenue ) until 1985 . In 1985 he was recognized for his lawyer's merits for Attorney General ( Queen's Counsel appointed) and then again worked as a lawyer before he 1988 Attorney General ( Attorney General ) at the Prince of Wales was. This function held Carnwath, who in 1988 also Companion of the Royal Victorian Order was until 1994. During this time he wrote on behalf of the Environmental Ministry to him named Carnwath report on the implementation of planning controls that are integral to the Planning and Compensation Act 1991 were incorporated and thus paved the way for a fundamental reform of the plan approval procedure.

After the termination of his judicial activity at the High Court of Justice, on January 15, 2002, he was appointed judge ( Lord Justice of Appeal ) at the Court of Appeal , the court of appeal responsible for England and Wales. During this time he acted as Secretary General of the EU Forum of Judges for the Environment between 2004 and 2005 , after having been involved in a worldwide working group of lawyers since 2002 to develop a program to improve understanding and practice on environmental issues. In addition, he is since 2006 President of the British Environmental Law Association and co-editor of the journal Journal of Environmental Law .

At the suggestion of Lord Chancellor Jack Straw , Carnwath was appointed the first Senior President of Tribunals by Queen Elizabeth II on November 12, 2007 . As a result of this under the Tribunals, Courts and Enforcement Act 2007 , he was subsequently involved in reforming the tribunals and courts in England and Wales.

After the end of the term of Simon Brown, Baron Brown of Eaton-under-Heywood on April 9, 2012, Carnwath was succeeded on April 17, 2012 as Justice of the Supreme Court of the United Kingdom. At the same time he was awarded the courtesy title of Lord Carnwath of Notting Hill for life . Since he was a judge before March 31, 1995, his official term of office as a judge does not end until his 75th birthday on March 15, 2020.

In June 2012, Lord Carnwath was one of the participants in the United Nations Conference on Sustainable Development in Rio de Janeiro .
