He also ran for the new elections for the European Parliament in the constituency of North East Scotland in 1998 and was able to unite 1.7% of the votes.

Scottish Parliament

For the first Scottish parliamentary elections in 1999 , Harper applied for a list mandate for the Lothians electoral region . As a result of the election result, he moved into the newly created Scottish Parliament as the only Green politician in Scotland . From 1999 Harper acted as party leader of the Scottish Green Party, first alone, then together with Shiona Baird and Alison Johnstone . He was also the party spokesman for education, youth and sports. In the parliamentary elections in 2003 and 2007 , Harper defended his mandate and then resigned from parliament at the end of the legislature.
