Rodney Elpidio Acevedo

Rodney Elpidio Acevedo Bienick (born March 4, 1935 ) is a former Paraguayan diplomat and politician who was ambassador to Spain and Morocco between 1973 and 1978 and the last foreign minister in the government of the dictatorial ruling President Alfredo Stroessner from 1988 to 1989 .

Life

Rodney Elpidio Acevedo Bienick, son of Manuel Acevedo and his wife Clara Perla Bienick, attended the Colegio San José , the Colegio Goethe and the Colegio Nacional in Asunción and completed an undergraduate degree as Bachiller en Ciencias y Letras . He then completed training as a reserve officer at the Centro de Formación de Oficiales de Reserva (CIMEFOR) of the Paraguayan armed forces , which he completed in 1955 as a lieutenant in the infantry . A subsequent study at the Faculty of Law and Social Sciences at the Universidad Nacional de Asunción (UNA), he finished in 1959 with the legal admission. He then became secretary to the judge at the 7th criminal court on February 26, 1959 and public prosecutor at the second criminal court on February 14, 1959, before he was appointed judge of the first instance on November 26, 1965. After he became a judge of the first instance of the 2nd criminal court in 1968, he was appointed Attorney General (Fiscal General del Estado) on December 30, 1969 .

1973 Acevedo was Extraordinary and Plenipotentiary Ambassador in Spain and remained until 1978 in this post. At the same time he was accredited as Ambassador Extraordinary and Plenipotentiary to Morocco from 1973 to 1978 . After his return, he became Undersecretary of State in the Ministry of Foreign Affairs (Sub-Secretario del Ministerio Relaciones Exteriores) , member of the National Border Council (Consejo Nacional de Límites) , coordinator of the Río Pilcomayo project and, on July 28, 1980, also a member of the Board of Directors of the binational dam and waterworks Yacyretá (Entidad Binacional Yacyretá) on the border with Argentina .

On August 29, 1988, Rodney Elpidio Acevedo, who was a member of the Asociación Nacional Republicana - Partido Colorado (ANR-PC), succeeded Carlos Augusto Saldívar as Foreign Minister (Ministro de Relaciones Exteriores) and held this post until 3 February 1989, whereupon Luis Maria Argaña became his successor. He was the last foreign minister in the government of President Alfredo Stroessner, who ruled dictatorially between 1954 and 1959 . After leaving the cabinet, he was professor of international law and advisor to the Ministry of Foreign Affairs.

For his services he was awarded the Grand Cross of the Bolivian Order del Cóndor de los Andes and the Grand Cross of the Spanish Order de Isabel la Católica . His marriage to Gilda Rodríguez Alcala had four children.
