Rolf Stober

Rolf Stober (born June 11, 1943 in Baden-Baden ) is a German university professor and lawyer.

He is director and scientific head of the Research Institute for Compliance, Security Management and Corporate Security (FORSI) at the German University for Continuing Education (DUW).

Life

After graduating from a business school, Stober did a commercial apprenticeship. This was followed by a degree in law at the universities of Heidelberg and Mannheim , 1st jur. State examination 1970, Dr. jur. (1972), 2. jur. State examination (Jan. 1973), Wiss. Assistant (1970–1973). In 1973 he was a research assistant at the Higher Administrative Court in Koblenz . From 1973 to 1975 he was an administrative judge and working group leader in public law. From 1975 to 1977 he was a founding professor at the University of Applied Sciences for Public Administration in Stuttgart and then from 1977 to 1980 at the University of Applied Sciences for Public Administration in Cologne. Habilitation (Dr. jur. Habil.) 1979 at the University of Mannheim (constitutional and administrative law, constitutional and administrative procedural law).

In 1979 and 1980 he was substitute professor at the universities of Tübingen and Munich . In 1981 he was professor at the law faculty of the University of Münster for public law and in 1989/90 dean. Since 1987, Stober has been a textbook author at the Distance University in Hagen for local law, commercial administrative law and a specialist lawyer for administrative law . From 1990 to 1998 he was a lecturer at the University of Leipzig . In 1992 he was a founding professor at the Law Faculty of the Technical University of Dresden for public law and from 1996 to 2008 professor for public law at the seminar for public law and political theory at the University of Hamburg and managing director of the Institute for Economic Law. 2003–2005 Stober was Dean for Administration and Personnel Development.

In 1996 he traveled to the Chinese Academy of Human Resources Sciences as a visiting professor, and in 1997 he was an honorary professor at the Northwest University of Political Science and Law in Xian. From 1998 to 2005 he worked as coordinator of the international business law course at the European Humanistic University in Minsk . In 1999 he was director of the security industry research center at the University of Hamburg and in 2001 he became a Dr. rer. pole. hc at the University of Dortmund . In 2002 he was director of studies in the international business law course in St. Petersburg and, after being appointed Dr. hc of the European Humanistic University Minsk, he became coordinator of the German School of Law in Poznań . From 2005 to 2008 Stober was program director of the master’s course in European business law and management at the International Center for Graduate Studies at the University of Hamburg (ICGS) and a member of the board of directors of the ICGS. In 2008 he was founding professor and scientific director of the research institute for compliance, security management, corporate security at the German University for Continuing Education Berlin (an institution of the Free University of Berlin and the Klett Group).

He undertook numerous guest lectures and legal advice trips to the PR China and the countries of Estonia, Greece, Italy, Japan, Netherlands, Austria, Poland, Russia, Switzerland, Serbia, Slovak Republic, Spain, South Africa, South Korea, Taiwan, Czech Republic, Ukraine, Hungary, Belarus. Stober is married and has two children.

In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .
