Rui Emiliano Teixeira Lopes is an East Timorese politician and former civil servant in the Indonesian service. Today he is a haulier and landowner in Suai .

Career

In 1975 he was a member of the União Democrática Timorense (UDT), which was defeated by FRETILIN in the civil war in August . Together with 650 other supporters of the UDT, Lopes therefore fled from Lela to neighboring Indonesia , which shortly afterwards occupied East Timor. Lopes participated on the Indonesian side in the invasion as part of an East Timorese militia. On December 7th he was on board one of the Indonesian ships from where the attack on the East Timorese capital Dili took place. Likewise with the attack on the second largest city Baucau .

In the service of the occupiers, Lopes was from about 1981 to 1994 government president (Bupati) of the Cova Lima district . It was during this time that Lopes became rich. Generally, Lopes was seen as a proponent of East Timor belonging to Indonesia. He was the head of the pro-Indonesian militia Dadarus Merah Putih in Cova Lima. At the 1999 independence referendum , however, he made it clear to everyone that he was speaking out for independence on his ballot paper. He later stated that he had secretly worked in the resistance under the code name Qimarais . For example, he made cars and motorcycles available to Taur Matan Ruak , one of the leading resistance fighters, and helped top commandant Xanana Gusmão escape into the jungle. The timely public change of sides enabled Lopes to remain in independent East Timor. Nevertheless, he was still a frequent guest in West Timor and is said to have connections to local militias . In the first years of independence, Lopes supported the Partido Democrático , mainly with means of transport. This was the case during the protests against the government of Marí Alkatiri in December 2001. Lopes also led the crowd that stormed the then presidential seat , the Palácio das Cinzas . Party leader Fernando de Araújo denied having received any money from Lopes. In 2006 Lopes supported the rebel Alfredo Reinado , who died in 2008. It was only because of the intercession of Xanana Gusmão, now president , that Lopes was not sent to prison. Lopes subsequently became a supporter of Gusmão's party, the Congresso Nacional da Reconstrução Timorense (CNRT).
