Sérgio Silva Amaral (born June 1, 1944 in São Paulo ) is a former Brazilian politician and diplomat .

Life

Sérgio Silva Amaral received his Bachelor of Laws from the Universidade Federal do Rio de Janeiro in 1967 and was admitted to the bar by the Ordem dos Advogados do Brasil - Seção de São Paulo (professional association). He completed the Curso Preparatório à Carreira Diplomática of the Rio Branco Institute and entered the foreign service.

After completing his studies in 1977 at the Sorbonne as a Bachelor of Political Science Amaral was taken in the diplomatic service and in 1978 in Bonn , in 1990 in Geneva , 1984 and 1992 in DC Washington, used. From 1988 to 1989 he was Secretário de Assuntos Internacionais do Ministério da Fazenda (State Secretary for International Affairs in the Ministry of Finance). He led negotiations on government bonds at banks and the Paris Club . He was the replacement representative of the Brazilian government in negotiations with the International Monetary Fund , the World Bank and in the General Agreement on Tariffs and Trade . From 1990 to 1991 Amaral was chairman of the G24 on currency issues during the Uruguay Round .

In 1993 he headed the Ministry of the Environment as Secretário Executivo do Ministério do Meio Ambiente e da Amazônia Legal, and one year later he became Bureau Head of the Minister of Finance. From 1995 to 1998 he was appointed Minister of State for Social Communication and Government Spokesman for Fernando Henrique Cardoso . He was employed as Ambassador to the Court of St James’s from April 7, 1999 to October 18, 2001 , before returning to the Cabinet as Minister for Development, Industry and Foreign Trade from August 1, 2001 to December 31, 2002 was active. At the same time, he was chairman of the supervisory board of the Banco Nacional de Desenvolvimento Econômico e Social and the council of the Câmara do Comércio Exterior (Chamber of Commerce). Finally, from April 29, 2003 to October 2005, Amaral was appointed ambassador to France and at the same time represented the government of Luiz Inácio Lula da Silva at the Organization for Economic Cooperation and Development .
