The Samtgemeinde Flotwedel is a joint municipality in the district of Celle in Lower Saxony . In 1972, four municipalities joined together in it to carry out their administrative business. The administrative seat of the joint municipality is in the municipality of Wienhausen . The name Flotwedel is derived from the old Low German crook Flutwidde .

Joint council
The Samtgemeinderat of the Samtgemeinde Flotwedel consists of 24 council women and councilors. This number is made up of § 46 NKomVG and the statutes defining the number of councilors in the council of the joint municipality of Flotwedel from January 27, 2015. The 24 council members are elected by local elections for five years each. The current term of office began on November 1, 2016 and ends on October 31, 2021.
The full-time Mayor of the Joint Community, Helfried H. Pohndorf (individual applicant), is also entitled to vote in the Council of the Joint Community.

Joint mayor of the municipality
The full-time mayor of the joint municipality is Helfried H. Pohndorf (individual applicant). In the last mayoral election on May 25, 2014, he was re-elected as incumbent with 69.1% of the vote. His opponent Thorsten Müller received 30.9%. The turnout was 54.3%. Pohndorf began his further term on November 1, 2014.

The coat of arms of the Samtgemeinde Flotwedel is a mill wheel with four spokes and 18 blades with two rivers (above and below). Here the four spokes stand for the four communities that make up the joint community and the 18 shovels for the 18 localities that make up the joint community. The two rivers represent the rivers Aller (upper river) and Fuhse (lower river). The meaning of the rivers on the coat of arms is that all 18 villages lie between these rivers.
