The Scheibe SF 28 , better known under the nickname "Tandem-Falke" , is a two-seater, mixed construction motor glider , which was developed from 1971 by the Scheibe-Flugzeugbau GmbH from the fuselage and tail unit of the Bergfalken IV.

The tandem falcon is designed as a two-seater, cantilever low- wing aircraft in a composite construction with an unsprung central wheel chassis with support wheels. The advantage of better aerodynamics resulted from the tandem seat arrangement. The pilots sit one behind the other, which means a slimmer fuselage and less drag . In contrast to the Bergfalken IV the wing does not have a Wortmann -FX-Profilstrak, but the unstretched Göttinger Profil Gö 533.

The motor glider is designed as a pure self-starter , winch launch and aircraft towing are not permitted. A Limbach SL 1700 EA I was used as the engine. In order to optimize the gliding behavior when the engine is switched off, the propeller can be brought into a dedicated sail position. A maximum glide ratio of around 26 to 27 is achieved. When using a three-position propeller (take-off, cruise, glider), a significantly higher cruising speed is achieved than with the SF 25 .

The original maximum weight of 590 kg could optionally be increased to 610 kg after the publication of the technical bulletin 770-2 / 76 in 1976.

In addition to being used in gliding, the tandem falcon is also suitable for cruising flights. The SF 28 from Sportflug-Niederberg eV was used to fly from Meiersberg to Fayence (Var) in one day . The D-KOAP of the IABG-Sportfluggruppe was flown by Wilhelm Stahl from the German Alpine Gliding School Unterwössen to the North Cape .

At least one SF 28 was used by the Spanish military under the registration number 'UE 16-1' and was not retired until April 2008.
