It was formed after the SPD terminated the grand coalition in the wake of the Berlin banking scandal and Klaus Wowereit (SPD) was elected mayor of Berlin on June 16, 2001 with the votes of the SPD, the PDS and the Greens . The minority senate formed by the SPD and the Greens was tolerated by the PDS.
