The Senate Wowereit IV was the state government of Berlin from November 24, 2011 to December 11, 2014 . On November 24, 2011, Klaus Wowereit was re-elected as the governing mayor of the city, and his Senate was sworn in on December 1, 2011. After Wowereit's resignation on December 11, 2014, Senate Müller I formed the new state government.
After the election to the Berlin House of Representatives ( 17th electoral term) on September 18, 2011, both a red-green and a red-black coalition would have been possible. Contrary to general expectations, after explorations and a first failed red-green round of negotiations, the SPD decided to negotiate a grand coalition with the CDU.
There was already a great deal of discussion about departmental cuts before the Senate was constituted. The separation of research and science in two different senate administrations was particularly criticized by representatives of science and universities. The Senate Department for Economics should be assigned the field of research in the future, science should remain in the department for education.
After eleven days in office, Michael Braun (CDU) resigned as Justice and Consumer Protection Senator because he was confronted with massive allegations of a real estate affair. Until Thomas Heilmann was appointed on January 12, 2012, Health Senator Mario Czaja (CDU) provisionally headed the judiciary and consumer protection authority.
After almost a year, Senator for Economics Sybille von Obernitz (independent, on the proposal of the CDU) asked the governing mayor to dismiss. As a result of the discussion about the tender for the successor to the state-owned exhibition company , in which von Obernitz had advertised the successor to the managing director without the consent of the exhibition supervisory board, CDU party leader and interior senator Henkel announced that he would part with Ms. von Obernitz. She was released on September 11, 2012. On September 27, 2012, Cornelia Yzer (CDU) was appointed her successor.
