Sergei Kulagin

Sergei Vitalyevich Kulagin ( Russian Сергей Витальевич Кулагин ; born September 8, 1952 in Atbassar , Kazakh SSR ) is a Kazakh politician.

Life

Sergei Kulagin was born in Atbassar in 1952 . From 1969 he studied at the Agricultural Institute in Zelinograd and obtained a degree in mechanical engineering in 1975 .

From 1984 to 1985 he was the chairman of the District Council of People's Deputies of the Alekseevskogo District in the Zelinograd Oblast . From 1985 to 1986 he was the first secretary of the District Committee of the Communist Party of Kazakhstan in the Alekseevskogo district. In October 1986 he became the first deputy chairman of the Executive Committee and chairman of the Zelinograd Oblast Regional Agricultural Committee. In August 1990, Kulagin became the first deputy chairman of the Turgai Oblast People's Deputies Council .

In February 1992, he was appointed head of the Torghai Area Regional Administration. In June 1993, he became a member of the Kazakh government as Deputy Prime Minister and Minister of Agriculture . He held the post of Minister of Agriculture for around a year and was Deputy Prime Minister until October 1994. From November 1994 he was President of Integration-Tselina International Fund before he was again Minister of Agriculture from January to September 1998. In September 1998 he was appointed Äkim (governor) of the Aqmola area . From March 2004 to January 2012 he was Äkim of the Qostanai region . On January 20, 2012, he was appointed a member of the Kazakh Senate by President Nursultan Nazarbayev of Kazakhstan . On May 27, 2014, he was reappointed Äkim of the Aqmola area. He was released from this post on March 12, 2017.

He is married to Galina Kulagina. The two have three children, a daughter and two sons.
