action

The petty criminal loner Enzo Ceccotti lives in the slums of Rome. One day, after stealing a wristwatch, he is followed by two police officers and has to hide in the Tiber . He comes into contact with radioactive waste when he accidentally breaks open a barrel underwater. At home he vomits several times and spends the night chills and fever. The next morning he wakes up and appears cured and fit, albeit with a persistent cough.

He decides to sell the watch to Sergio, who works for the choleric, unpredictable gang leader Fabio Cannizzaro. In Sergio's apartment Enzo gets to know his daughter, Alessia, who is suffering after the death of her mother from a mental disorder and the reality with the Steel Jeeg - anime mixed that they are constantly on their portable DVD player provides. Sergio takes Enzo to a "job" that involves two African drug couriers getting rid of the cocaine they swallowed. In a building under construction, the African brothers are supposed to excrete the drug containers using laxatives , but one container has apparently burst in the stomach of one of the brothers, so that he dies of the overdose. When Sergio tries to cut him open to remove the remaining packages, a scuffle breaks out between him and the other courier, in which both die and Enzo falls from the 9th floor after being shot through the shoulder. However, shortly afterwards he gets up again apparently unharmed and goes home.

Here he discovers that he has received extraordinary physical and healing powers through bathing in the Tiber. At night he disguises himself and tears an ATM out of the outside wall of a bank, and is filmed by a surveillance camera. The video went viral and the press dubbed him a "super criminal". In the meantime, Sergio is missing from Fabio, who bought the drugs from Camorra boss Nunzia Lo Cosimo and now owes her the money. He and his henchmen break into Sergio's apartment and urge Alessia to reveal her father's whereabouts. Enzo appears, again hooded, and drives the attackers to flight. Alessia now sees him Hiroshi Shiba , the hero of her manga videos, and is very affectionate. The closed Enzo, however, takes her to a nursing home, as he feels disturbed by Alessia's lively manner. At first he withheld Sergio's death from her. In Sergio's glasses case he finds information about the planned attack on a money transporter . He robbed the van and stole a bag full of banknotes, thereby pre-empting Fabio and his gang, who had the same idea to be able to pay Nunizia with the money. Hardly at home, the police rings Enzo's doorbell and delivers Alessia, who has broken out of the home and given his name. So he takes her in and slowly seems to develop feelings for her.

In the meantime, Fabio's best man Biondo rebels and questions Fabio's leadership. He then lets Biondo tear his fighting dogs to pieces. He wants to become the most powerful criminal in Rome and would like to have the unknown, masked superhero by his side to make it happen. He borrows money from a money shark, a Brazilian transsexual , but he is disturbed by Nunzia and her people. A shootout ensues in which only Fabio and Nunzia survive. Meanwhile, Enzo goes shopping with Alessia, and sex takes place in the locker room of a clothing store. Afterwards, she is angry with Enzo, and during an argument he reveals to her that her father is dead. She runs away and gets on a tram, but Enzo stops the train with his bare hands and is filmed again. Based on the new internet videos, Fabio now recognizes Enzo as Alessia's neighbor. Since Nunzia had almost all of his men killed in the meantime, he kidnapped Alessia with Tazzina, his last henchman, and took Enzo under his control with an electric baton . For Alessia's life, who is being captured by Tazzina in a delivery truck nearby, Enzo is supposed to reveal how he got his strength. When Enzo shows him the spot on the Tiber where the toxic waste cans are, Alessia stabs Tazzina and flees to Enzo. Then Nunzia's gang appears. In the shooting that followed, Alessia was fatally wounded. As she dies, she implores Enzo to always use his strength for good. Fabio is set on fire by Nunzia with a flamethrower and falls into the Tiber.

The next day, Fabio emerges from the water, scarred, but now equipped with the same superpowers as Enzo. He looks for Nunzia in her hiding place and brutally kills her and her gang. He filmed this and is now distributing the video on the Internet. After Alessia's death, Enzo wanders around aimlessly. After a traffic accident, he rescues a girl from the burning car wreck. A short time later he sees Fabio's video on the news, in which he threatens to detonate a bomb in the Olimpico . Enzo finds Fabio in the stadium and a fight breaks out. Enzo grabs the bomb and flees because he cannot defuse it. On a bridge over the Tiber there is another fight, and both fall into the water with the bomb. The bomb explodes and Fabio is torn apart by it.

Finally, Enzo, who is also considered dead, stands on the Colosseum to watch over Rome and puts on the Jeeg mask that Alessia had knitted for him.
