The film is set in Mexico in the 1880s. Juventino Rosas lives in poverty with his mother and brother. In order to contribute money to the living, he gives the young Margarita piano lessons. The two fall in love and Margarita breaks up her engagement to Raúl. But Juventino Rosas believes that his relationship with Margarita has no future. He sells the waltz Sobre las olas, inspired by his lover, for a small profit. After the death of his mother and brother, Juventino Rosas moves to Cuba.

The film was produced by the Producciones Zacarías SA company. In the United States, Sobre las olas was established by the General Foreign Sales Corp. in an abridged version in the cinemas. Miguel Zacarías was the film's artistic director, while Ramón Peón , Raphael J. Sevilla , Carlos L. Cabello and Guillermo Baqueriza were technically responsible .
In 1950 the life of Juventino Rosas was filmed again .
