The Sporting Arms and Ammunition Manufacturers' Institute ( SAAMI for short ) is an American organization of weapons manufacturers whose main tasks are security and standardization for weapons-related issues.

Use of the organization name

In the technical jargon of weapons technology, the short form SAAMI is used almost exclusively as the organizational name. The correct long version of the name is little known. Although there is a risk of confusion with one of the possible spellings for the Finnish ethnic group of the Sami (people) , regardless of the case-sensitivity , the short form is mostly used.

history

The SAAMI was founded in 1929 on the express recommendation of the US authorities in order to create a body responsible for safety and standardization as an organization for weapons manufacturers. In accordance with this task, the SAAMI continues to publish publications that contain standards for firearms and ammunition. Since it was founded, the tasks and focus of the SAAMI have evolved. The SAAMI works in the 21st century as an accredited developer for standards at the American National Standards Institute (ANSI) and acts as a lobby for weapons, ammunition and explosives producers, dealers and users at US authorities and the United Nations, advising on the development of the Legislation.

SAAMI committees and bodies

The tasks of the SAAMI are divided into various committees and bodies.

Shelling

The Technical Committee covers the main area of ​​responsibility of the SAAMI. To this end, standards for ammunition and firearms are drawn up and published. We work with CIP and ANSI to harmonize these standards internationally .

Logistics and warehousing

The Logistics and Regulatory Affairs Committee (SLARAC for short) develops guidelines for the transport and storage of weapons technology material. The main focus of this area of ​​responsibility is the further training of organizations and their staff. Cooperation and membership of the following (US) organizations are worth mentioning:

  • Dangerous Good Advisory Council
  • International Society of Explosive Engineers

Gun and explosives law

The SAAMI “Legal and Legislative Affairs Committee” follows and supports the relevant authorities such as the Bureau of Alcohol, Tobacco, Firearms and Explosives, the development of legal provisions and lobbying in the interests of the members of the SAAMI.

International tasks and United Nations

As an accredited technical contact, SAAMI advises the United Nations in various UN working groups within the framework of international tasks. It has the status of a “United Nations ECOSOC Non-Government Organization ( NGO )” with an advisory function.

Since 1996, SAAMI has been a founding member of the World Forum on the Future of Sport Shooting Activities (WFSA) with voting rights , which supports the interests of private gun owners at all UN small arms conferences as a non-governmental organization with advisory status.

criticism

  • Binding nature of standards:
    The SAAMI standards are binding for their members and do not represent any official regulation for standardization for firearms and ammunition as for the member states of the comparable organization CIP.
  • Inadequate harmonization of standards:
    Due to inadequate harmonization of standards, there are different specifications for some calibres from SAAMI and CIP, which can lead to unsafe combinations of weapons and ammunition from American and European production. These problems are known as the Delta L problem (Δ-L).
  • Insufficient harmonization of the measurement methods
    The different specifications of SAAMI and CIP for measuring the gas pressures of ammunition lead to deviations in the measured values ​​for cartridges. The difference in the measured values ​​results from the different positioning of the gas pressure sensors.
  • Gaps in the standards:
    Values ​​for the types of ammunition marked with P + that operate with higher gas pressures than those specified in the standards are not included in the SAAMI standards.
