Susana Myrta Ruíz Cerutti (* 1940 ) is an Argentine diplomat . In 1989 she was Argentina's Foreign Minister for a few weeks .

biography

Promotion to Foreign Minister

After attending school, she studied law at the Universidad de Buenos Aires (UBA) and initially worked as a lawyer before joining the diplomatic service after attending the National Institute for the Foreign Service . In the following years she rose to become one of the most important diplomatic representatives of Argentina and was not only permanent representative to the United Nations and the Organization of American States , but also mediator of Pope John Paul II in the conflict between Argentina and Chile .

After working as legal advisor to the Foreign Ministry, she was State Secretary in the Foreign Ministry from 1987 to 1989 .

On May 26, 1989, she was appointed as such by President Raúl Alfonsín as successor to the longstanding Minister for Foreign Affairs and Culture, Dante M. Caputo . She held this office for almost six weeks until President Carlos Menem took office on July 9, 1989.

She then continued to be State Secretary in the Foreign Ministry before she became ambassador to Switzerland in 1991 and was also accredited as such in Liechtenstein . From 1998 to 1999 she was ambassador to Canada .

Between 1999 and 2000 she was Special Representative for South Atlantic Affairs and the Falkland Islands with the rank of Ambassador. In addition, he worked as head of the Argentine delegation in the negotiations on the Laguna del Desierto, a region between Argentina and Chile, in which tensions have arisen again and again since the border treaty of 1881 between Chile and Argentina .

In November 2000, she was appointed State Secretary for Politics in the Foreign Ministry as the successor to Enrique Candiotti , taking second place behind Foreign Minister Adalberto Rodríguez Giavarini alongside State Secretary for International Economic Relations, Horacio Chiguizola .

Representative of Argentina at the International Court of Arbitration

After another assignment as ambassador to Canada , she became legal advisor at the Ministry of Foreign Affairs, International Trade and Culture ( Directora General de Consejería Legal de la Cancillería ) and representative at the International Court of Justice in The Hague .

Between 2007 and 2010 she was a representative in the negotiations on environmental pollution on the Río Uruguay by the Finnish paper mill "Botnia" and the resulting disputes between Argentina and Uruguay, which were ended by the decision of the Arbitration Court in Uruguay unilateral contracts to set up companies in the area were prohibited. On the other hand, the court did not consider the impact of the pollution to be significant, leading to disappointment among environmentalists in Gualeguaychú . However, after Ruiz Cerrutis, Argentina does not see the case as finally ended.

In the proceedings before the International Court of Arbitration for the Kosovo Declaration of Independence, she also represented the Argentine position, stating that the declaration of independence was a violation of territorial integrity and sovereignty. There is no right to interfere in the internal affairs of a sovereign state. Ruiz Cerutti defined the Kosovar Albanians as a national minority who do not have the right to self-determination and secession. In contrast to Germany and Albania, she took the view that Kosovo could be used as a precedent and was not unique.

Most recently, she was the representative of Argentine interests before the International Whaling Commission under the International Convention on the Regulation of Whaling in June 2010 in Agadir . Here, a proposal came to a vote, after Japan , Iceland and Norway of whaling should be allowed fixed odds for ten years. However, the proposal was rejected. She also stated that Japan allowed scientific whaling, but that the whaling quota would not be significantly reduced.

She has received several awards for her diplomatic services.
