The Timor Plaza opened in October 2011. It was developed by the Dili Development Lda. which belongs to the Jape Group . The Jape Group is a group of companies that was founded in 1976 in Darwin, Australia by Jape Kong Su. Jape was a Chinese from East Timor who had some success with his projects in Darwin's city center in the 1980s. In 1989 he developed the Jape Homemaker Village . Today the founder's family runs the group of companies.

The entire 60,000 square meter complex will consist of eight buildings, three of which have already been opened. The CBD 1 with the actual shopping center and the Timor Plaza Hotel , the CBD 2 with offices and apartments and the entertainment center . Almost all of the country's major companies have offices in Timor Plaza, including Timor Gap EP (East Timor’s National Oil Company), Banco Nacional Ultramarino (BNU), Australia and New Zealand Banking Group (ANZ), Bank Mandiri , Deloitte , the Timor Telecom and Telkomcel .

The Order of Malta has been operating the Timor Plaza Medical Clinic on the ground floor of the shopping center since 2014 . The rooms were made available to the Order by the Jape Group for an initial period of nine years. Around 200 people receive free medical care here every day.
