Total Control of the Epidemic

TCE-Total Control of the Epidemic ( German  Total Control of the Epidemic ) is a cross-border campaign by the non-governmental organization Humana People to People against HIV / AIDS , especially against AIDS in Africa . Humana People to People is responsible.

The success of TCE in Botswana , Zimbabwe , Mozambique , South Africa , Namibia , Angola , Zambia and India can be explained by the mobilization of the population in house-to-house visits and a strict, very effective organization. The program is led from the Humana People to People's main office in Shamva , Zimbabwe. The work started in February 2000 in Bindura / Zimbabwe. As early as mid-2002 it reached 300,000 people in Zimbabwe, 200,000 in Mozambique, 900,000 in Botswana and 100,000 in South Africa, and at the end of 2006 a total of 4.8 million people in 50 areas of southern Africa.

Organizational structure

TCE divides a country into districts, zones and areas according to geography and population density . An area has 100,000 inhabitants and measures an average of 100 x 100 km. Southern Africa (including the Democratic Republic of the Congo ) consists of around 1,800 areas that are to be gradually made into TCE areas. In an area with 100,000 people, 2 TCE leaders are hired and trained to contract 50 people from the area, so-called "TCE officers", to train them in three-week courses , to organize and lead their actions. 10 “TCE officers”, each of whom is responsible for 2,000 people, form a “patrol”.

Guided by a manual, the local "TCE officers" visit these 2,000 people from house to house, job to job, at least twice each within 3 years. They are liaisons to the hospitals and health facilities, which are often far away, register (also potential) orphans and look after the single grandmothers. The employees meet weekly for a briefing with the action leader and once a month for a two-day seminar to further develop their programs. Many “TCE officers” then do a 6-month advanced training course as “counselors”, lead “positive living courses”, work as “program officers”, “advocates for action against HIV / AIDS” or train in nursing. Often they later lead TCE programs in new areas of the country or abroad.

TCM

TCM (Total Community Mobilization) is the name of TCE in Botswana, where the campaign against HIV / AIDS began in 2001. It was completed in March 2005 after 3 ½ years of work by 450 TCM field officers. 897,000 people were reached, 651,000 at home and 246,000 at work. 28,000 people subsequently joined the “Passion for People Movement” and continue the fight against the epidemic in clubs and support groups and with the dissemination of information.

The cost of the TCE program is approximately US $ 1 per person per year - over a period of 3 years. For the 13 million people of Zimbabwe, that's roughly US $ 39 million. For the whole of southern Africa with its 184 million people, this will result in US $ 500–600 million by the end of the project.
