Uchharangray Navalshankar Dhebar (born September 21, 1905 in Gangajala , Nawanagar , † March 11, 1977 in Rajkot , Gujarat ) was an Indian politician of the Indian National Congress (INC), of which he was President from 1955 to 1959, and Chief Minister of Saurashtra .

biography

Dhebar, who came from a poor background, was able to study law despite his origins and became a respected lawyer after completing his studies . Due to the influence of Mohanda Karamchand Gandhi , however, he gave up his legal practice in 1936 and devoted himself to national politics. In 1941 he was appointed by Gandhi to present his political strategy to Satyagraha in Viramgam . However, he was arrested shortly afterwards and sentenced to six months in prison . He then got involved in the "Quit India" movement and was arrested again in 1942.

After India gained sovereignty on August 15, 1947, he played a leading role in Kathiawar's entry into the Indian Union and thereafter in the formation of the State of Saurashtra in 1948. Between 1948 and December 1954, he was the first Chief Minister of Saurashtra and sat as such through numerous reforms to promote village communities.

In 1955 he was at the party of the INC in Avadi elected president of the Congress party and remained after his re-election at the party congress in 1956 in Amritsar , 1957 in Indore , 1958 in Guwahati and 1959 in Nagpur to 1959 in this office and was thereafter from Indira Gandhi replaced .

His nomination as party chairman was due to a decision by the previous party president and prime minister Jawaharlal Nehru , who wanted to resign from the office of party president for health reasons. Dhebar's nomination was particularly surprising because, on the one hand, he was relatively unknown, and on the other hand, he was not even a member of the 19-member working committee of the Congress Party.

Immediately after his first election, he held a one-week retreat with the party's leading politicians to decide the most effective political path for the party.

Dhebar, whose name is also associated with several social and educational institutions, was elected a member of the House of Commons ( Lok Sabha ) in 1962 and was a member of this until his death.

In 1973 he was awarded the Padma Vibhushan , the second highest civilian order of merit in India, for his services .
