Ulm Spineanu

Ulm Nicolae Spineanu (born March 2, 1943 in Bucharest ; † April 26, 2006 ibid) was a Romanian economist , economic manager and politician of the National Christian Democratic Peasant Party PNȚCD ( Partidul Național Țărănesc Creştin Democrat ) , who was a senator from 1996 to 2000 and between 1996 and 1997 Minister of State.

Life

Degree, engineer and university professor

After attending school, Spineanu studied industrial engineering at the Bucharest Polytechnic University , which he graduated in 1967. He then worked for three years until 1970 as an engineer in the Bucharest Precision Mechanics Company and then between 1970 and 1980 research scientist at the Precision Mechanics Institute of the Precision Mechanics Faculty of the Bucharest Polytechnic University. During this time he completed advanced training courses in the GDR and the People's Republic of China and in 1977 earned a doctorate in technical sciences in the field of precision mechanics . In addition to this activity, he was also a lecturer at the Polytechnic University of Bucharest and at the National School of Administrative Sciences and Politics. In addition, he taught as a visiting professor at the University of Krakow and the University of Belgrade . Spineanu then worked from 1980 to 1988 as chief engineer in the aerospace equipment company in Bucharest, before becoming Inspector General of the Ministry of Labor and Social Security between 1990 and 1992.

In April 1992 he took over the functions of Technical Director and Senior Research Scientist at the Institute for Precision Mechanics and in September 1994 as Vice President of the Board of Directors of the private finance company Muntenia (Fondului Proprietății Private IV Muntenia) . Subsequently, between 1998 and 2000 he was President of the General Federation of Industrialists UGIR 1903 (Uniunea Generală a Industriașilor din Romania), founded in 1903, and at the same time a member of the Board of Directors of the Romanian Society of Economists SOREC (Societății Române a Economiștilor) . He also held a professorship in Macroeconomics and General Economics at the National School for Political and Administrative Studies in Bucharest.

Senator and Minister of State

In addition to his teaching and research activities, Spineanu began his political career in the National Christian Democratic Peasant Party PNȚCD (Partidul Național Țărănesc Creştin Democrat) immediately after the revolution in December 1989 , which led to the overthrow of the regime of Nicolae Ceaușescu . In 1990 he became vice-president and member of the permanent board of the PNȚCD and in 1991 a candidate for the management, coordination and control office of the PNȚCD.

In the elections of November 3, 1996 Spineanu was elected for the PNȚCD on the joint list of the CDR (Convenția Democrată Română) member of the Senate , in which he represented the interests of the Dâmbovița district in the legislative period from 1996 to 2000 .

A few weeks after the election, on December 11, 1996 , Prime Minister Victor Ciorbea appointed him Minister of State in the Ministry of Reforms in his first government. Spineanu held this office until December 5, 1997 after he had offered his resignation in August 1997 and November 1, 1997 because of an affair involving the President of the State Real Estate Fund FPS (Fondul Proprietății de Stat) , Sorin Dimitriu. He was thus significantly involved in the government's first economic reform programs.

In February 1998 Spineanu was temporarily chairman of the PNȚCD parliamentary group in the Senate, succeeding Radu Vasile , who was vice-president of the Senate. He held this position until April 27, 1998.

Economic manager and scandal surrounding the Muntenia financial group

In 2001 Spineanu took on the role of Managing Director General of the Board of Directors of the Muntenia financial group, which consisted of the subsidiaries Muntenia Invest, Muntenia Consult, Muntenia Management and Muntenia Trading. He also became their representative on the board of directors of the aviation industry company IAR ( Întreprinderea Aeronautică Română ) in Brașov .

After Spineanu left the PNȚCD because of internal party differences about the reform course, he joined the Romanian Humanist Party PUR (Partidul Umanist Roman) on June 24, 2004 , today's Conservative Party PC ( Partidul Conservator ) . In the PUR he took over the management of the department for macro-analyzes and socio-economic research and was a member of both the permanent office and the national council of the party.

In 2005, allegations were made against the management and investment company SAI (Societatea de Administrare a Investițiilor) Muntenia after the financial police (Gărzii Financiare) and the National Agency for Financial Management ANAF (Agenția Națională de Administrare Fiscală) searched numerous forged documents in the accounts and found wrong bills. These came from business relationships between SAI Muntenia between 2001 and 2004 with the companies AVEX International SRL, SC Arimex Impex SRL and SC C&C Computers SRL. The main culprit lay with the CEO of SAI Muntenia, Horia Teodor Mihăescu, while Spineanu, as chairman of the Muntenia financial group, was in charge of overseeing the subsidiaries.

For this reason, Spineanu resigned on June 13, 2005 from his functions as Chairman of the Board of Directors of Muntenia Financial Group. On April 26, 2006, Spineanu suffered a myocardial infarction during an interrogation at the Investigation Department of the General Inspectorate , and died shortly after on the way to hospital.
