União das Cidades Capitais Luso-Afro-Américo-Asiáticas
The União das Cidades Capitais Luso-Afro-Américo-Asiáticas (UCCLA), in German "Union of the luso-Afro-American-Asian capitals", is an international association of cities in Portuguese-speaking countries. The association, which was founded on June 28, 1985, now has 23 full members, 27 cities are "associated members" and five cities have observer status.
history
The initiative for the establishment of the city association came from the Lisbon mayor Nuno Krus Abecasis , inspired by the Iberoamerican city association founded in 1982 ( Unión de Ciudades Capitales Iberoamericanas ). The association of cities was founded on June 28, 1985 in the cultural center of the Padrão dos Descobrimentos , six other cities and their mayors joined the initiative: Bissau ( Francisca Pereira ), Maputo ( Alberto Massavanhane ), Praia ( Felix Gomes Monteiro ), Rio de Janeiro ( Laura de Macedo ), São Tomé ( Gaspar Ramos ) and Macau ( Carlos Algéos Ayres ).
According to the statutes, the aim of the city association is to create close relationships between the cities involved, and to promote peace, good life and economic development.
Working method
The UCCLA is based in the Portuguese capital, Lisbon. Originally, the Lisbon mayor always chaired the association, only after a change in the statutes is it now rotating. The association is organized according to Portuguese association law and therefore has an elected permanent leadership of the general assembly ( Mesa da Assembleia Geral ), an executive commission ( Comissão Executiva ), an audit committee (Conselho Fiscal) and a general secretariat ( Secretaria Geral ).
For the 2017–2019 term of office, the association is chaired by José Cassandra , Governor of the Autonomous Region of Príncipe ( São Tomé e Príncipe ). General Secretary is Vítor Ramalho .
