Vasilios Skouris

Vasilios Skouris or Vasilis Skouris ( Greek Βασίλειος Σκουρής, Βασίλης Σκουρής , born March 6, 1948 in Thessaloniki ) is a Greek legal scholar . From 2003 to 2015 he was President of the European Court of Justice .

Live and act

Skouris studied law at the Free University of Berlin on a DAAD scholarship from 1965 to 1970 , where he passed his state examination in law. In 1973 he obtained his doctorate in constitutional and administrative law from the University of Hamburg ; Later, Karl August Bettermann completed his habilitation on lawsuits for injuries and complaints from interested parties in the administrative process. There he was a lecturer from 1972 to 1977, from 1977 to 1979 he was associate professor for administrative law at the Dimokritos University of Thrace, 1979 to 1983 professor for public law at the University of Bielefeld and from 1982 at the Aristotle University of Thessaloniki .

In 1989 and 1996, Skouris was the interior minister of Greece for a few months in transitional governments to ensure the independence of the parliamentary elections. 1997–2005 Director of the Center for International Business Law and European Law in Thessaloniki ; President of the Greek Association for European Law (1992–1994); Member of the Greek National Research Committee (1993–1995); Member of the Supreme Committee for the Selection of Greek Civil Servants (1994–1996); Member of the board of trustees of the Academy of European Law Trier (since 1995); Member of the Administrative Committee of the Greek Judicial Academy (1995–1996); Member of the Science Council of the Ministry of Foreign Affairs (1997–1999) and Chairman of the Greek Economic and Social Council (1998); Honorary doctorate (Dr. iur.hc) from the University of Vilnius (2005), the German University of Administrative Sciences Speyer (2005), the Law Faculty of the Westfälische Wilhelms-Universität, Münster (2007) and the Law Faculty of the Ruprecht-Karls-Universität Heidelberg ( 2010). In 2014 he was elected a member of the Academia Europaea .

Skouris was judge from June 8, 1999 and President of the European Court of Justice from October 7, 2003 . His term of office ended on October 6, 2015, and since March 2016 he has been an affiliate professor at Hamburg's Bucerius Law School . On May 10, 2017, at the congress of the world football association FIFA in Manama , Bahrain, he was elected to succeed Hans-Joachim Eckert as chairman of the adjudicatory chamber of the FIFA ethics committee.
