M. Veerappa Moily ( Marpadi Veerappa Moily; Kannada : ವೀರಪ್ಪ ಮೊಯ್ಲಿ ; born January 12, 1940 in Marpadi , Dakshina Kannada district ) is an Indian politician ( Congress Party ). He was Chief Minister (Head of Government) of the state of Karnataka from 1992 to 1994 . From 2009 to 2014 he was a minister in the all- India government of Manmohan Singh , first as minister for law and justice , then as minister for corporate affairs and finally as minister for petroleumand natural gas .

biography

M. Veerappa Moily was born on January 12, 1940 in the village of Marpadi near Moodabidri in the Dakshina Kannada district in the coastal region of what is now the state of Karnataka. He comes from a Tulu- speaking family of landless laborers from the Devadiga temple musician caste . Moily graduated with a Bachelor of Arts and a Bachelor of Laws from Government Law College in Bangalore . He has been married since 1965 and has four children.

M. Veerappa Moily began his political career in 1972 when he was elected to the lower house of the state parliament of the state of Mysore (renamed Karnataka the following year) for the Congress Party. By 1999 he was re-elected a total of nine times. From 1980 to 1983 he served as Karnatakas Minister of Finance under R. Gundu Rao . After the congressional administration was voted out, Moily held the office of opposition leader from 1983 to 1985 . In 1989, the Congress Party returned to power. Thereupon Moily was first Minister of Justice in the Veerendra Patils government and then from 1990 Minister of Education under S. Bangarappa .

In November 1992, M. Veerappa replaced Moily S. Bangarappa as Chief Minister Karnatakas. However, his reign only lasted a little over two years because the parliamentary elections in December 1994 were lost to Janata Dal . 1999 Moily left the state politics of Karnataka.

After ten years, M. Veerappa Moily returned to politics at the federal level: In the all-India parliamentary election in 2009 , he was elected to the Lok Sabha , the lower house of the all-India parliament, in the constituency of Chikballapur . After the election he was appointed Minister of Law and Justice to the Manmohan Singh II cabinet . In a cabinet reshuffle in July 2011, Moily took over the office of Minister for Corporate Affairs before he became Minister for Oil and Gas in October 2012 through a further cabinet reshuffle. In addition, he was acting head of the Ministry of Energy from July to October 2012 and the Ministry of Environment and Forests from December 2013. In the general election in 2014 , the Congress government was voted out, but Moily could defend his constituency and moved again in the Lok Sabha.
