Victor Emil Janssen was the illegitimate son of the wine merchant's daughter Christine Maria Ahlers (1779–1851) and the merchant's son Karl Raetke (1756–1814), both from Hamburg. He was a student at the Johanneum School of Scholars in Hamburg and attended Siegfried Detlev Bendixen's drawing school from 1823–24 . He joined the circle of friends around the Speckter family of painters . In August 1827 Janssen went to the Academy of Fine Arts in Munich to study with Peter von Cornelius and Julius Schnorr von Carolsfeld . Here he joined the Hamburg painters Carl Koch (1806–1900) and Friedrich Wasmann (1805–1886) and was connected to the Hamburg artists' colony in Munich. With Wasmann he went to Rome to see Friedrich Overbeck in autumn 1833 .

When he returned to Munich at the end of 1833, his emotional distress worsened. He suffered from bone tuberculosis. Although he was still working with HM Hess (1798–1863) on the frescoes in the Bonifazius Basilica in Munich, he soon had to give up the order.

Before leaving for Hamburg, Janssen destroyed most of his works in 1843. He gave some to Carl Koch. He bequeathed the rest to Friedrich Wasmann, in whose estate they were rediscovered.

In the Ohlsdorf cemetery , in the area of the Althamburg Memorial Cemetery near the main entrance to the cemetery, the painter's collective grave commemorates Victor Emil Janssen.
After Janssen is Emil Janssen-Straße in Barmbek-Nord named.
