Volkmar Halibib (born July 4, 1964 in Ochsenfurt ) is a German politician ( SPD ) and has been a member of the Bavarian State Parliament since 2008 .

Life and work

Volkmar Halbib attended primary school in Ochsenfurt from 1970 to 1974 and then the grammar school in Marktbreit , where he graduated from high school. From 1984 to 1990 he studied law and administration at the universities of Würzburg and Speyer . In addition, he worked for several years as a permanent freelancer in the Würzburg-Land / Ochsenfurt local editorial office of the Mainpost under the editors Rainer Stumpf and Hans Michael Hensel.

After college, he completed his legal clerkship at the Bamberg Higher Regional Court . In 1992/93 he worked as a research assistant at the University of Würzburg (chair for constitutional and administrative law), then in 1994/95 as an assistant at the Ansbach Administrative Court . As an administrative judge, his main tasks were the areas of municipal, tax and trade law, pollution control and waste law as well as immigration and asylum law. He worked at the Bad Kissingen district office from 1995 to 2002. There he was employed as a legal civil servant and took over the management of the environmental department. In addition, he was appointed by the Bad Kissingen district as the first plant manager of the waste management company, as Agenda 21 representative and as managing director of the "Regional Working Group Rhön". From 2002 until he moved into the Bavarian State Parliament in 2008, he was head of the “Organization, Information and Communication” department and the “Controlling” department for the government of Lower Franconia .

Volkmar Halbib, who has been a member of the SPD Bavaria since 1987 , was a member of the state executive committee of the Social Democratic Community for Local Politics and is the deputy chairman of his party in Lower Franconia.

In terms of local politics , he was city ​​councilor and environmental and administrative officer for the city of Ochsenfurt from 1990 to 1994 and has been again since 2002. He has also been a member of the district council since 2002 and was chairman of the SPD district parliamentary group in the Würzburg district from 2002 to 2014. 2008/2009 he was deputy district administrator of the district.

In 2008 Volkmar Halib ran for Mayor of Ochsenfurt . In the first ballot he had the best result of the three candidates with 37.0%, but lost in the runoff election against Rainer Friedrich with only 47.4% of the votes cast. In the state elections in Bavaria in 2008 , he lost 21.4% of the votes to Manfred Ländner in the Würzburg-Land constituency , but was elected via the district list of the Lower Franconia constituency and has been a member of the Bavarian state parliament since October 20, 2008. There he was a member of the State Budget and Financial Affairs Committee . In October 2009 he became chairman of the budget working group of the SPD parliamentary group and was deputy chairman of the committee for state budget and financial issues until 2016. On June 8, 2011, Volkmar halib was elected deputy chairman of the SPD parliamentary group. After the state elections, he became the parliamentary manager of the parliamentary group in October 2013. Since June 2014 he has been the spokesman for the SPD parliamentary group for expellees and repatriates. On October 14, 2018, Volkmar halib was able to move into the Bavarian state parliament again, where he remained the parliamentary manager of the SPD parliamentary group.
