The Nagorno-Karabakh War 2020 Armistice Agreement is a ceasefire agreement that aims to end the Nagorno-Karabakh war in 2020 . It was signed by the President of Azerbaijan, İlham Əliyev , Prime Minister of Armenia, Nikol Pashinyan , and the President of Russia Vladimir Putin on November 9 , and is intended to end all hostilities in the Nagorno-Karabakh region from November 10, 2020, 00:00 Moscow time . The President of the internationally unrecognized Republic of Artsakh , Arajik Harutjunjan , also agreed to the end of hostilities.

On September 27, 2020, new fighting began between Azerbaijan on the one hand and Armenia and the de facto regime, which is supported by Armenia, Republic of Artsakh. In the six weeks that followed, Azerbaijan gained widespread territorial gains, culminating in the capture of the strategically important city of Shusha , which prompted both sides to agree a ceasefire on November 9, 2020.

Content of the agreement

According to the agreement, both parties will exchange prisoners of war and the dead. In addition, the Armenian armed forces will withdraw from the Armenian-controlled areas around the former Nagorno-Karabakh Autonomous Oblast by December 1 . A 1,960-strong Russian peacekeeping force from the Russian ground forces will be deployed in the region for at least five years to protect the Laçın Corridor between Armenia and the remaining Nagorno-Karabakh and the demarcation line. In addition, Azerbaijan is to receive a connection to its exclave Nakhichevan, which has been separated from Azerbaijan .

Armistice 2020 - Artsakh Republic

The multilateral ceasefire agreement states as follows:

We, the President of Azerbaijan, İ. Əliyev, Prime Minister of the Republic of Armenia, NW Pashinyan, and President of the Russian Federation, Vladimir Putin, state the following:

  1. A full ceasefire and an end to all hostilities in the Bergbarabach conflict from November 10, 2020 00:00 Moscow time. The Republic of Azerbaijan and the Republic of Armenia, hereinafter referred to as “the parties”, are maintaining the territorial positions they currently hold.
  2. The Agdam District will return under the control of the Republic of Azerbaijan until November 20, 2020.
  3. Along the front line in Nagorno-Karabakh and along the Laçın Corridor there will be a peacekeeping contingent of the Russian Federation with 1960 servicemen with small arms, 90 armored personnel carriers, 380 military vehicles and other special equipment.
  4. The Russian Federation's peace contingent is deployed in parallel with the withdrawal of Armenian forces from Nagorno-Karabakh. The duration of the peace contingent of the Russian Federation is 5 years with automatic extension for the next five-year period, if none of the parties indicate otherwise 6 months in advance.
  5. In order to improve the effectiveness of the control over the implementation of the conflict agreements by the conflicting parties, a peacekeeping command post will be established to enforce the ceasefire.
  6. The Republic of Armenia will return Kəlbəcər District to Azerbaijan by November 15, 2020 and Laçın District by December 1, 2020. The Laçın Corridor (5 km wide), which will allow Nagorno-Karabakh to enter Armenia, will remain under the control of the Russian Federation's peace contingent. The city of Shusha, located within the corridor, will remain in the possession of the Azerbaijanis. With the agreement of the parties, a construction plan for a new movement route along the Laçın Corridor will be established over the next three years, which provides for a connection between Nagorno Karabakh and Armenia with the subsequent relocation of the Russian peace contingent to guard this route. The Republic of Azerbaijan guarantees the safety of traffic along the Laçın Corridor for citizens, vehicles and goods in both directions.
  7. Internally displaced persons and refugees are returning to the Nagorno-Karabakh area and adjacent areas under the control of the UN High Commissioner for Refugees.
  8. The exchange of prisoners of war , hostages and other prisoners, injured persons should take place as well as the exchange of the mortal remains of the war victims.
  9. All economic activities and transport connections in the region should be possible without restrictions. The Republic of Armenia guarantees the security of transport links between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic in order to organize the unhindered movement of citizens, vehicles and cargo in both directions. The transport control is carried out by the bodies of the border service of the FSB of Russia. By mutual agreement of the parties, the construction of a new infrastructure connecting the Nakhichevan Autonomous Republic with the regions of Azerbaijan is to take place.

Armenia

After signing the agreement, the Prime Minister of Armenia, Nikol Pashinyan, said: “This is not a victory, but there is no defeat unless you consider yourself defeated, we will never consider ourselves defeated and this will be a new beginning of an era of ours national unity and rebirth. ”After the announcement of the ceasefire agreement, violent protests broke out in Yerevan. The spokesman for the Armenian parliament, Ararat Mirsoyan, was beaten by an angry mob who stormed parliament following the announcement of the peace agreement. However, Pashinyan indicated that Mirsoyan's life was not threatened and that he had undergone an operation.

  • The General Secretary of the Turkish Council congratulated Azerbaijan on its "historic achievement of liberating its occupied territories and restoring sovereignty over these territories".
  • A spokesman for the UN Secretary General , Antonio Guterres , said: "The Secretary General is relieved that the deal has been agreed on the cessation of hostilities. We have consistently focused on the welfare of civilians, humanitarian access and the protection of human life and we hope this will now be achieved in line with the previous important efforts of the Minsk [group] co-chairs.   • Describing the cessation of hostilities as crucial, France urged Azerbaijan to abide by the terms of the agreement and reiterated its friendship with Armenia.
  • The President of Georgia , Salome Zurabishvili , congratulated Armenia and Azerbaijan on the agreement to end hostilities, expressed condolences to the families of the war victims and hoped for the beginning of a new era in the South Caucasus .

  • The Pakistani Foreign Minister issued a statement saying: "We congratulate the government and the fraternal people of Azerbaijan on the liberation of their territories".
  • The Russian President Vladimir Putin said: "We believe that the agreements will create the necessary conditions for a lasting and comprehensive settlement of the Nagorno-Karabakh crisis on the basis of justice and for the benefit of the Armenian and Azerbaijani population."
  • The Turkish Foreign Minister Mevlüt Çavuşoğlu congratulated Azerbaijan after the signing of the agreement.
  • The Foreign Minister of the United Kingdom , Dominic Raab , welcomed the agreement and encouraged both sides to continue to work towards a lasting settlement of the dispute.
