The election to the 18th state parliament of North Rhine-Westphalia will probably take place in May 2022 with the regular expiry of the five-year electoral period .

Electoral system

The North Rhine-Westphalian state parliament is elected according to a system of personalized proportional representation with closed lists, which is similar to the federal election law. The state parliament has at least 181 members, 128 of whom are directly elected in constituencies with the first vote.

However, the second vote is decisive for the relative size of the parliamentary groups in the state parliament. Overhang mandates are balanced out by compensatory mandates, so that a composition of the state parliament that is proportional to the share of second votes is practically always ensured.

The nominations must be submitted no later than the 59th day before the election by 6 p.m.

In the state elections in 2017, the CDU became the strongest party after significantly gaining votes, just ahead of the SPD , which in turn suffered major losses. The FDP gained votes and became the third strongest party, followed some distance behind by the AfD, which had entered for the first time . The Greens were in addition to the SPD, the second biggest loser in the election. Linke just missed entry into the state parliament with 4.9 percent.

The red-green coalition was voted out and lost its parliamentary majority. After the left could not move into the state parliament, there was a narrow majority of one seat (100 to 99) in the state parliament for a black-yellow alliance . On June 13, 2017, the CDU and FDP announced that they had concluded their coalition negotiations. The coalition agreement was signed on June 26, 2017.

On June 27, 2017, Armin Laschet was elected Prime Minister with 100 votes in the state parliament . On June 30th, the ministers of his cabinet were appointed and sworn in, with which the new black and yellow state government began its work.

Other parties and candidates

Only parties can run for election with state lists. District election proposals can also be submitted by groups of voters and individual eligible voters. The state lists must be submitted to the state returning officer and the district election proposals to the responsible district returning officer by a deadline to be set by the respective election officer.

1000 support signatures must be submitted for a state list and 100 for each district nomination . Parties that are not represented in any state parliament nationwide must also prove their party status . Parties that are represented in the state parliament or are represented in the Bundestag on the basis of an election proposal from North Rhine-Westphalia do not require support signatures.
