Disse had been employed in various municipalities since 1896, most recently in 1910 as district committee secretary in the district of Cologne. In 1917 he became a paid assistant to the mayor's office in Hürth, and in 1920 he was appointed mayor to succeed Heinrich Rosell . On March 17, 1933 , Karl Kuenen, along with his alderman Fritz Räcke (SPD) and his colleague from the Efferen mayor's office, which existed until 1933, was dismissed by the then rulers of the National Socialist German Workers' Party under the law to restore the civil service . On September 28, 1933, he was officially given early retirement. During the war he was assigned to work as an administrative clerk in the local government in Brühl and Wesseling. Immediately after the invasion of the Americans in March 1945, they appointed him district administrator of the Cologne district and the former alderman Fritz Räcke as the new mayor of Hürth. Disse remained in this office until after the first election after the change of the municipal code by the British military government on April 1, 1945 with effect from June 25, 1946. His successor was Anton Knülle. Disse then worked briefly as senior district director until his retirement.

On March 29, 1910 Werner Disse married Anna Elisabeth Margareta Cordes in Krefeld-Bockum.

Act

Disse, who was a member of the German Center Party , played a key role in the amalgamation of the towns of the Hürth mayor's office to form a large community , which he reached against the resistance of his party friends. During his time as mayor of the mayor's office in Hürth, numerous municipal buildings were built in Hürth.

Post fame

A street was named after Werner Disse in 1988 in the Alt-Hürth development area (in the "mayor's settlement").
